I made this weapon for my lvl 5 Cleric. I wanted something interesting for him, but I don't know if the mechanics of the weapon make it op or if the recharge ceremony nerfs it too much. I would appreciate any feedback. I also have no clue how to create something like this in the homebrew section on dndbeyond, mainly because of the leveled attunment.
History
The Bahamut’s Chosen Battle-axe was created in Bahamut’s Palace on the Seven Heavens of Mount Celestia. Bahamut created this weapon to help his chosen hero eons ago to assist in the battle against Tiamat. The chosen hero was a female paladin who sacrificed herself charging head-on into Tiamat’s lair, she was never seen again and the weapon was lost to the ages. After many centuries the temple of Bahamut sent forth an expedition searching across the lands for this artifact of Bahamut. The search party was successful at the cost of a few brave souls, since then a new Chosen One has been declared to the temple clergy in visions from Bahamut. The temple performs the task as stated in the vision and somehow the weapon finds its new owner.
Attunement
Bahamut’s Chosen Battle Axe attunes in a unique way. First, only Clerics and Paladins that follow Bahamut may attune to it. There are three levels of attunement each level beyond the first level of attunement, are achieved by the wielder proving their heart true to the ways of Bahamut. At the third level of attunement, this weapon’s 2 different spells become available.
Ceremony of Recharge
Once all charges for the level 3 attunement spells have been exhausted the weapon must be taken to a temple of Bahamut to recharge. The temple clergy need to spend an entire week with the weapon to recharge it. This ritual can be taught once the wielder has shown that they are worthy. The recharge ceremony even after being taught requires the wielder for 7 days straight to spend at least an hour a day in prayer and cleaning the weapon with holy water blessed in the name of Bahamut. If 24 hours elapse between prayers the ceremony of recharge starts over.

Bahamut’s Intimidating Presence
Once per day/ Recharges at Dawn
You can use an action to call forth an illusion of Bahamut’s presence. Any evil aligned creature of a CR 3 or lower and within 60ft of you must make a constitution saving throw DC17 on a failure the creature is frightened for one hour on a success nothing happens. A creature that is of an evil alignment with a CR Level of 4 or higher is immune to this effect.
A blast of cold air erupts from your hands. Each creature in a 60-foot cone must make a Constitution saving throw. A creature takes 8d8 cold damage on a failed save, or half as much damage on a successful one. A creature killed by this spell becomes a frozen statue until it thaws.
Casting Time: 1 minute Range: 90 feet Duration: Up to 1 hour
The only celestial creatures able to be conjured are two Gold Dragon Wyrmlings. When used this spell brings up two golden wyrmlings devout followers of Bahamut. Because Bahamut disdained combat, and he preferred to talk with his opponents and convince them to surrender using his legendary diplomatic skills, the wyrmlings will not attack any creature that has not caused you or your allies any damage.
Ceremony of recharge is way too involved. But I also prefer combat heavy campaigns. I like the "cone of cold" part. But it should be radiant damage instead of cold. Since Bahamut is basically a holy symbol himself? Maybe some sort of fear or incapacitated with no saving throw. Again. Since Bahamut is who he is? 4 different tiers to the weapon seems a bit more fitting. 1st) +1,+weapon dmg. 2nd)+2,+weapon dmg,+1d8 radiant + radiant cone of cold, 3rd)+3,+2d8 radiant + radiant cone of cold + fear or incapacitated with no save, 4) +3 or +4 +3d8 radiant + radiant cone of cold +fear or incapacitated with no save... And for the capstone? Divine Intervention... 😎😎🌲💨💨💪
I think the having to go to a temple of Bahamut is a little too nerfed. But they could use a rest to perform a ritual that charges the powers.
