So for my homebrew world I need a Tiamat at 100% power and an increased weakness to magic. So far I have increased the HP and replaced limited spell immunity with spell turning up to 7th level, similar to what the crag cat has. I was wondering if anyone had any interesting ways to make her more dangerous (Yes I am aware she is a CR 30 monster. She's going against 5 level 20's with multiple epic boons.) I was thinking of making her attacks allow for her to use a breath weapon as an action as well as a legendary action.
Technically, the Tiamat is supposed to be her at her full strength (according to one of the lead designers, I don’t remember who, nor do I have a source). The only thing that might hypothetically be missing is Lair Actions, because she hadn’t set up a lair on the Material Plane yet.
Of course, being at such a high level balance is so ridiculous that only you would know what kind of stuff your party can handle. I’d just give her a Lair Action of some sort, and give her high level Cleric casting besides that innate Divine Word, because she is a divine being.
My main advice is make up your own Mythic Actions and make her a Mythic Creature. The rules for that are in one of the more recent books, but there aren’t that many examples of Mythic Creatures to work off of.
Oh really I thought she wasn't as she hadn't fully manifested as the reason. Largely I wanted to buff her as her fight was meant to be deadly for a few level 15's backed up with NPC help. My fight is meant to be deadly for level 20's with epic boons. The 640 something hp just seemed low for a party that can deal 300 damage in two-three rounds at level 7 (yes they are minmaxing, mostly for survivablility but they have a couple blasters that are just insane.). And the fact that she didn't have access a combined breath weapon just struck me as off. I haven't had a chance to read through the full Rise of Tiamat book yet so I have been going off of her stat block on here and roll 20. The mythic actions is a good idea and I will see what I can do with it. I hadn't even considered it to be honest.
Maybe give her a one-time use opening attack when you start the Mythic phase that combines the breath weapons together for around twice as much damage as a normal one, but the damage is split between all 5 types.
