Ok, here is my take on the Duelist subclass for the Rogue. Justification for decisions at the bottom.
Duelist subclass: Rogue
3rd
Parrying Defense:
While wearing no armor and not wielding a shield you may calculate your armor class as 10 + Dexterity bonus + Charisma bonus.
Dueling Specialist: You have trained for years to perfect your own personal dueling style, choose one.
Florentine - If you are wielding a pair of finesse weapons, you may add your dexterity bonus to attacks made with your second hand. Additionally one weapon you are wielding that has the finesse trait, gains the light trait as well. This does not stack with the TWF fighting style.
Or
Einhander - If you are wielding one finessable weapon in one hand and no other weapons or a shield you gain +1 to hit, +1 damage, and +1 AC. This does not stack with the Dueling fighting style.
9th: Social Deflection
You are a master of the agile parry. Whether with a swift blase or rapier wit.
You have advantage on any charisma based roll when you are the defender or when using insight to detect deception
13th: Master Duelist:
You are an expert of using both hands independently, and your reflexes are legendary.
The first time each round that you make an Opportunity Attack it does not cost you your reaction.
17th: The Perfect Stroke:
Once per long rest, whenever you strike an opponent with a sneak attack, you may forgo rolling dice and choose to deal maximum damage.
Parrying Defense: Pretty simple, just like unarmored defense for Monk or Barbarian, but they get to use a main save stat in Wis or Con for theirs but theirs but Duelist uses Charisma which is more thematic and has more social skills attached which makes sense for a duelist.
Dueling Specialist:
TWF but limited to rogue weapons but give the bonus of allowing someone to use a Rapier/shortsword like should have been allowed in the first place, but does not allow for rapier/rapier like DUAL WIELDER fear does.
Einhander is just a different take on the dueling style but it is limited to rogue weapons and drops one damage for 1 ac and 1 to hit. Note, this would not stack with the dueling fighting style.
Social Deflection:
Most subclasses get a decent non-combat ability here. This is just advantage to social checks when you are not the initiator. Seems fair. Especially considering what Swashbuckler gets at the same level.
Master Duelist:
Essentially lets you make one free Opportunity Attack each round. While powerful, how often does a person ever have a reaction trigger happen twice in a turn? If on the once in a blue moon time it comes up it is amazing but 99% of the time it will not matter.
The Perfect Stroke:
It is some huge damage, but it looks better on paper than it does in play. It is only once per long rest and only comes up at level 17.
If used on a normal sneak attack it makes the attack equal the same damage of a crit, but some other subclasses have the chance to sneak attack twice a lot more often than once a short rest so it is not so bad.
If used when you crit it is huge. However, it is actually weaker than the assassin ability of the same level. They have an ability to auto crit in a surprise round and then make the enemy save or double it again. This is once per long rest and you actually have to roll the crit.
The subclass is definitely interesting, but I am a bit unsure about the 13th level feature as, you say it yourself, is very situational
How about something along the lines of a lightning fast lounge? Sort of: at 13thlevel whenever an enemy within 10 feet from you provokes an attack of opportunity you can use your reaction to perform a lounging attack at them, returning to your original position afterwards. This reaction does not provoke attacks of opportunity from either an enemy you might already be in melee range with, or the enemy hit by the attack.
Or even increasing the threat range of the opportunity attack to 10 feet directly. It would still be quite situational, but possibly offer more tactical options in regards to positioning and such.

I would so play a very lazy rogue who makes lounging attacks.
You could use your illicitly (or "heroically") earned gold to buy a fabulous longchaise and pay 4 henchmen to take you around (plus a reserve of them due to the inevitable demise) and only attack while laying on top of it.
