There are Modifiers, with type: Bonus, subtype: Choose (list of ability scores). However, there isn't a grouping of those exact 4 ability scores.
The main workaround would be to have 2 versions of the feat: one giving +1 to a choice of INT or CHA, the other giving +1 to a choice of CON or WIS.
What else were you wanting this feat to do? If there's something else granted that depends on their choice of ability score, then you'll need to make a version of the feat for each score.

Hi all,
Just want to know if I am right in that it is not possible to create a FEAT that allows you to choose one on the following Stats to increase by one.
Constitution , Intelligence, Wisdom or Charisma,
Or am I missing something, I have sent hours trying to figure it out, just wish to know if I am wasting my time.
If So I will need to work out a work around, maybe just have it so all Stats are selectable and rely on player honesty.
