I'd love to get some feedback on the homebrew spell detailed below.
This is designed for a wizard in our campaign whose arcane tradition is very similar to Bladesinger. He's looking for some interesting spell options that boost his effectiveness in melee without requiring concentration. (Yeah, I know, concentration is a thing for a reason! Still hoping to meet him halfway on this one.) I'm trying to scope the effects small enough that it feels fair to persist them without concentration, but large enough that it's actually worth spending the spell slot to cast (as opposed to, say, Elemental Weapon). How does it land for you?
A heavy layer of hoarfrost settles over your robes and armor. While this spell is active, you gain resistance to fire damage. In addition, whenever a creature within 5 feet of you hits you with a melee attack, tiny shards of ice explode at the point of impact, inflicting 1d6 cold damage on the attacker. If the attacker does not make a successful CON save, until the start of its next turn its movement is decreased by 10 feet and it can't use reactions.
* - (a spray of water droplets, which crystallize to ice and settle over the caster’s form)
Hey this is actually a pretty cool spell I would say buff the damage but I'm not sure how, maybe it's 1d4+ their spellcasting modifier but you could always ask to do a quick personal round of combat to see for a changes it might need.
Hey if your looking for cool spells for the wizard go to the brouse homebrew spells put in (ja) for the spell name and there are some spells he could use. Note(I haven't added any yet but they should be up in about 3 hours
Looks like you're trying to reinvent fire shield. I don't really see the need for the few differences, maybe just direct your player to the very similar and pre-existing spell.

Fire shield does, in fact, not require concentration.

Hey if you really like this idea you could have it something like Cloudkill here's what I have
3rd level, 1 action, no concentration
The player could send out a cold mist that targets the creature of your choice it moves at 20 feet per round takes up a 5foot square and any creature that the mist touches has to make a con save or take 1d6 or 1d8 damage and gets slowed on a fail or no slow and half damage on a success
I think what you have is actually pretty good if all you want is a 3rd level fire shield. Maybe the ability to remove reactions if the attacker fails their save is a bit much, but other than that it seems fine.
If you mostly want the flavor of a damaging shield of ice, it could be simpler to just add Armor of Agathys to the Wizard spell list.
