It works as levels of exhaustion but the recovering is faster. You only need a turn without actions to "catch the breath". If you choose to "overexert" in the next turn you enjoy adventage for a Str, Con or Wis(willpower) check, or you can use special ability.
Before a short rest you can overexert a number of times equals your ability moddifier(the highest of Sr, Con or Wis).
You can't overexert when you are suffering at least a level of exhaustion.
The overexertion is stacked with the exhaustion levels.
Would it be like exhaustion, with penalties to rolls and reduced speed, but with smaller increments? Kind of like the OneD&D exhaustion rules? I like the sacrifice/reward mechanic generally, so I think this would be a cool addition to a game in any format.

What does having levels of overexertion do, mechanically?
I know what you're thinking: "In that flurry of blows, did he use all his ki points, or save one?" Well, are ya feeling lucky, punk?

It is added to the level of exhaustion, but for a shorter time. The difference is the recovering is faster.
