I wanted a consistent lightning based source of damage for a Storm Sorcerer that I'm running in an upcoming campaign, and Lightning Lure and Shocking Grasp weren't appealing to me. This is what I came up with:
Basic reasoning is that it provides consistent damage while being weaker than Fire Bolt in some cases, stronger in others. It also encourages play with other storm based elements (water) to maximize it's value.
Considering the damage of Fire Bolt, and how often Toll the Dead can deal increased damage, this seems about right in terms of power.
Personally, I would change the fluff description to something like 'A bolt of electricity' or 'An arc of lightning', mostly because 'lightning energy' sounds strange to me. Also the name Spark Shot makes me think of Megaman, it sounds more like a weapon technique than a spell to me.
The only real issue I have is that I don't think it's clear from the description whether the increased damage should apply to creatures wielding metal weapons, wearing metal items like rings, amulets or shields, or if it includes creatures that are actually made of metal. I would guess it includes all equipment, but not metal creatures.
