My player wants to play a cleric that plants seeds in dead people, and heals live people. He wants to worship a living tree, the tree is basically controlling him.
Has your friend considered being a Druid? The Circle of Spores seems especially fitting, considering planting seeds (well, fungi) into dead people is pretty much their whole shtick.

Life or Grave Domain. That whole tree thing is (and should be) just fluff and flavor for roleplaying, if he's not demanding extra abilities or other handouts. The tree could be a conduit for silvanus, for example.
Yeah, this seems like something that would be accomplished mostly with flavor rather than requiring any kind of homebrew. I think that Grave Domain is probably the mechanically strongest class that fits the theme, especially if planting the seeds in dead bodies isn't necessarily meant to have any immediate mechanical effects. Alternatively, you could lean into the Tree aspect and play as a Nature domain cleric

Yeah, from a narrative level there's no reason not to allow this. A cleric doesn't have to follow a god or an established religion.
