Am I allowed to submit homebrew content that relies on my other homebrew content (which will also be publicly submitted) to function?
I am creating a spell school called Biomancy, the manipulation of living flesh. I have roughly 20 spells for it that I would like to submit so far, and am still creating more, but the school has some features (specifically spell school subtypes) that are exclusive to Biomancy spells and are referenced in Biomancy spell descriptions. There will also be magic items that affect some of these traits, such as boosting one specific subtype of Biomancy spells.
I would also like suggestions on how to submit a spell school as homebrew content (do I just submit all of the spells and put "Biomancy - " at the beginning of their names or is there another way, where would I put the special features common to all Biomancy spells, etc.).
Caster-controlled creatures, usually incomplete, created by Biomancy spells
Can be Sacrificed for powerful effects, destroying them
Biomancy is divided into five subtypes: Siphon spells, Essence spells, Amalgam spells, Sacrifice spells, and Blight spells.
Siphon spells have lesser effects compared to other spells of the same level, but provide healing to the caster.
Essence spells consume some of the life force of the caster, usually dealing self damage, for a more powerful effect than other spells of the same level. All self damage from Essence spells cannot be negated or lessened in any way.
Amalgam spells create Amalgams. They typically use the flesh of one or more targets. Amalgam-type spells can be cast at one level lower than their level, but doing so creates a creature entirely outside the control of the caster.
Sacrifice spells destroy caster-controlled Amalgams to provide powerful effects. They can be cast as cantrips, but not until the Amalgam spell that is at their assigned level is unlocked, and only on Amalgams that are at that level or higher.
Blight spells provide multi-round negative effects to the targets of the spell.
Any other spell is called a Special spell, and provides a unique effect.
Some magic items will boost the effects of specific subtypes of Biomancy spell.
My understanding would be that you wouldn't be able to publish it if they're linked, but you would still be able to use them in your own campaign. If you don't link them, you could share the subclass and spells separately, but I don't think you can make a new spell school. The Dunamancy and Chronurgy spells from Wildemount use tags rather than a school, I suspect it's not something that's implemented; however, there also does not seem to be a way to create new tags, so you'd have to use a naming convention like you suggested to identify them as Biomancy spells. Alternatively, I believe there is a Sangromancy tag for blood manipulation, which is close to what you're looking at, though I don't know if using the tag constitutes linking to licensed content. I suspect it's viable.
I've been hoping to similarly create a spell school for a Wizard subclass I'm making, but I may create features that replicate the spells if I can do it without being too clunky. Alternatively, you can share both the spells and the class and then create a new, private version of the subclass that links to the spells. If other people have a better way, I'm definitely interested as well.
