I've heard of one or two things involving fall damage and involving enemies with it but what are your rulings on the ways fall damage and how attacking relates to that. (e.g Player diving off of tower to land a dagger blow on a dragon)?

Well there's several fun ways you can rule that. As you obviously know based on where you posted this there's no RAW for that, but the closest thing to would likely be to just give Advantage on the attack. Personally for such a risky gambit I like there to be a level of risk & reward; a simple way to handle it is to have the player roll their fall damage and, if they hit with the attack, apply it to both the player and the monster.
Yes Tasha's recommends splitting the fall damage between the creature being landed on and the creature falling. I think this works well if something is inadvertently falling on another creature, but is rather lackluster if it's on purpose as an attack. Especially considering it requires a fairly low Dexterity saving throw to avoid.
