First I want to address existing magic items that I think fit this theme: Dread helm, Hat of vermin, pipe of smoke monsters, and smoldering armor.
Now for a few of my own ideas:
a shrunken head that screams,
a skull shaped bullseye lantern that shines light from its eyes,
a tankard that gives any liquid poured into it the taste, color, and consistency of blood,
Gloves that make your hands look like tentacles,
Wands made from hand and finger bones, rods made from skull and spine
Cloke of spidersilk, spiders included (harmless)
A helmet (or hood) that makes the wearer's head invisible [bonus idea, attune to it to make it look like your head is in the helmet without wearing it, head still invisible]
I was already thinking of the dread helm and the smoldering armor.
I was gonna do an armor that exudes green and purple flames (harmless), and fake blood capsules that turns up to one gallon of liquid into the simulacrum of blood (in look, smell, and feel).
I was also considering throwing in some gems, like a cloak of the bat or a robe of many eyes.
I’m still new to D&D and started as a Fighter class, so my knowledge of magic items is super limited, but I can brainstorm pretty effectively, so here’s some adjusted or homebrew Halloween themed magic items that I’d consider common, in that their magic just makes for a fun session and not really adding power to characters.
a hat of disguise that makes you look like a pirate/vampire/fireman/other cliché halloween costume.
a trick or treat bucket that is a 15lb capacity bag of holding
Band of loyalty(or other ring) that looks like a plastic spider ring.
beads of nourishment that come in Fun Size packaging
Tricky treats --candy with razors and needles in them that can be fed to monsters to inflict damage.
crossbow bolts tipped with finger bones that do extra damage to undead creatures
a spell scroll that when read is just parts of Michael Jackson’s Thriller that makes groups of monsters dance in choreographed unison.
a nerfed pipes of haunting that only plays Monster Mash and Werewolves of London and deals 1d6 psychic damage to anyone that hears it.
