You could start with the zombie stat block and change the type to construct instead of undead. I would drop Undead Fortitude, give it vulnerability to fire, and possibly even give it a very scaled down version of a dragon's Frightful Presence since it is supposed to be scary, right?
Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 17 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Has anyone ever had any of their players craft a scarecrow as a minion in a game like a low-end gollum? If so, how did you go about doing so?

Why not use scarecrow stats? If you need to nerf it a bit, take away multiattack and the frightened condition from its claw attack.
