We allowed me to sub some of the higher level castings of Create undead to allow me to get 1 Wraith (8th level slot) and 1 Shadow Assassin (9th level slot), each of which have their own army building abilities like the Wight.
For the Simulacrums, we used the ruling where Wish doesn't override Simulacrum's one per caster restraint. So I use one level 7 slot to create the first one, but that one has -1 7th level slot because I used it to create him. That one uses his remaining 7th level slot to create another, and he in turn uses his 9th level slot to create a third. (I just realized that in this scenario the first one would still have it's own 9th level slot still available allowing for a 4th or to be saved for another Wish, but I'm done messing with this today) Each Sim can use his Command Undead feature once to permanently control a Wight each, who will each build their own 12 zombie squads, and they each have one use of all of my slots besides 7th and 9th.
So I personally control around 20 skeletons, 2 Wights, 3 Simulacrums, a Wraith and a Shadow Assassin. They control 3 more Wights, 60 zombies total, 7 Specters and an undetermined amount of Shadows, though we'll probably set a limit. Around 100 total units.
Now we just need to set up a Mighty Fortress around a nearby town and we can start building our own little kingdom!
