For evil big bads, especially undead, like a vampire or lich.
Necrotic Blast – A wave of black, necrotic energy explodes from the creature in a 20' radius sphere. All other creatures within the radius of the blast must make a Dexterity saving throw vs DC 14. On a failed save those creatures take 2d8 necrotic damage, are pushed back 10', and knocked prone. On a successful save the creatures take half the damage, and are not pushed or knocked prone.

I would scale the DC for the specific monster (seems a little low for most monsters that would come with the legendary action wrapping). Something that damages, forces movement, and results in a status condition (which prone is) to multiple creatures should cost at least 2 LA points. If you scaled up the damage it could feasibly cost all 3. Not sure what point cost you were hoping for, but that's my 2 cents.
