I'm the DM for my group and having ideas for custom weapons.
Is 2d6+3 Bludgeoning, requires attunement, Quarterstaff, Versatile (2d8+3), Reach (30 feet, must have line of sight)
Weapon can shape itself by a command word, can be as long as 30 feet or as small as a needle. User can use the spell Mirror Image 1d4 per dawn, max of 4 times.
Whether or not it's OP depends on the rarity you assign it, and what level the players are when they receive it. Let's look at it by trait and see where it would land...
2d6+3
If the +3 is a flat damage bonus, and not a bonus to Hit, then it is comparable to Flame Tongue(Rare).
Reach (30ft)
This basically makes it a ranged weapon, without the penalty of being ranged. This is explicitly beyond the scope of Monk Weapons, except for the Kensei sub-class.
Combining these two features makes it similar to the Dwarven Thrower(Very Rare)
Mirror Image (d4 per dawn)
2nd level spell, enough for a full day of combat. Comparable to Boots of Levitation(Rare+)
All of these abilities combined into a single item would put it at Legendary or Artifact rarity.
So given that, I would say, "Yes". There is no level at which this item would be considered on-par with normal equipment.
That said, The Monkey King is a character from legend, so a rarity of Legendary+ would be appropriate for this kind of item. If you want to give it to a player, I would recommend building it into a quest, and/or balancing it with a dangerous curse. For example,
If the player ever rolls a Natural 1 when attacking, they turn into a stone statue for an hour, or until Greater Restoration is cast upon them.
