OK, I came across this comment and it got me wondering: Would the following be a reasonable alternative way to make custom lineages available than the method described in Tasha's?
Each character starts as the equivalent of a Variant Human, but with only a single +1 ASI, a Lineage feat and an Cultural feat. Each race has its abilities wrapped up in these special feats to be taken, similar to the following example (this is a quick and dirty example, and I doubt it's perfect):
Elven Lineage
Prerequisite: Must be taken at first level
Although elves reach physical maturity at about the same age as humans, the elven understanding of adulthood goes beyond physical growth to encompass worldly experience. An elf typically claims adulthood and an adult name around the age of 100 and can live to be 750 years old.
The ability score you increased is increased by an additional +1
Darkvision - You can see in dim light within 60 feet of you as if it were bright light, and in darkness as if it were dim light. You can’t discern color in darkness, only shades of gray
Trance - You gain the same benefit from 4 hours meditation as a human does from 8 hours of sleep
The Cultural feat would represent skills learned from where/how you were raised. The elven ones would include the high/wood/drow "additional" traits, languages etc, as these are more cultural than lineage-based, but you would not be restricted to only elven ones. A character with elven lineage could be raised in a dwarven city, for instance, so gain their "cultural" traits.
This could be expanded further, say by splitting each Lineage feat into 2, so you could choose to be half Elf and half Dwarf, for instance, and gain some bits from each race. However, this would get complicated when it's already split into Lineage and Culture.
Note: this is not a fully thought out system, just a gleam of an idea right now. It's obviously more complicated, but it seemed like a nice idea in my head and I wanted to discuss it :)
