So I'm part of a pirate campaign and we're trying to build a custom weapon based off the Broadsider from Fallout. Basically a swivel cannon mounted on a strap for a strong character to use. Is there a way to impose a walking speed decrease when they have the weapon equipped? I've tried to add it on the conditions but it doesn't seem to work. Additionally - the weapon would impose disadvantage on dex saves while carrying the gun, and would require a Str score of 18 at least in order to use. It's a non magical item, but just a big clunky mess of a beast. We based it off of Bad News because of the range and damage amount.
So typically you would utilize the Speed Reduction - Impose modifier, but after testing it doesn't look like it currently works. I've noted this and passed it along to the devs.
In the meantime, you can use the Bonus - Speed (Walking) modifier and input a negative value in the Fixed Value field. It should look like this:
