From his expression, it’s obvious to her that she’s been spotted, and the man responds by ducking and weaving behind a couple of carts in the crowd. He’s obviously trying to shake your tail, but all three of you are able to keep him in sight, about 40-50 feet in front of you. You would surmise that he’s oblivious about the presence of Zyllith’s two companions.
Seeing she's been spotted, Zyllith decided she would try to get out of sight so Ferghus would think he's managed to lose her, hopefully making it easier for her allies to follow him instead. But to add a layer of certainty to finding him once more, she tried to mark him the way she did with the goblin some time ago. She tried to hide the motion of the magic she invoked, but it turned out to be more sparkly then she intended. Little else she could do about it now, however, so with an annoyed huff, she ducked out of the road so Ferghus would lose sight of her.
Afterwards she would continue following her own allies at a distance before trying to pick up Ferghus's trail once again, but for now it was more important to remain unseen.
Siobhan continues to follow the man who she marks as Zyllith's target. She wants to get close enough and catch his scent, the better to find him if he moves out of sight. Siobhan doesn't know why this person is worth their attention but she is content to follow the lead of her companions.
As Zyllith falls back and temporarily ducks into a side street, Ferghus keeps moving down the High Road, doing his best to weave through the crowds, but both Belkas and Siobhan are able to keep eyes on him.
Belkas follows the man through the streets, using Siobhan as a reference, and Crowley's non-stop and irreverent narration, to keep out of sight as much as possible without losing their quarry.
He finds that he has missed this. These last few days of idleness, disguised as someone he wasn't, trying to act the part of a jovial and flamboyant musician, had been emotionally draining. It feels good to be out with his friends on a mission. He doesn't know what this man did to Arisa, but she was the kindest-hearted person he'd ever met, and if anyone had tried to hurt her, then they were deserving of whatever it was Zyllith had planned for them.
Belkas wishes that he had some way to talk with Zyllith and understand her plans. He remembers hearing of some sort of speaking stones that allow people to talk over distances. Perhaps they could find a set with a stone for each member of the Dragon Aces. It would make situations like this easier, not to mention other advantages like ordering food without leaving the room.
With Belkas and Siobhan on this tail, Zyllith hanging back, and Crowley flying above, Ferghus continues down The High Road, before taking a right on Trader's Way, one of the busy commercial streets that cuts east across the city. As you follow, you see that he's heading for the large open area known as The Bazaar, which is a huge, open-air marketplace that's filled with throngs of shoppers and merchants alike.
Zyllith at first follows behind Belkas and Siobahn to stay out of sight from Ferghus. Once she realizes they've reached the open-air market she decides to move closer, trying to catch sight of Ferghus himself. With any luck, she hopes to be able to use the crowd to get close to him and take the amulet before he can react.
Belkas sees Zyllith start to close in on their prey once they reach the market. He figures she's not trying to kill him in such a public place, although she could have picked up some poison on her shopping trips. Belkas continues to follow at the same distance, trying not to alert the man and ruin Zyllith's plans.
Belkas quickly looses sight of the man in the crowd. He contacts Crowley to ask where the man is. The imp responds, "Sorry boss, I've lost him. Everyone looks the same from up here, and there's all sorts of tarps and awnings blocking my view."
Belkas swears creatively and moves forward, trying to see if Siobhan or Zyllith have had more luck.

She suspects in this environment, success will hinge on how much she is seen as a large street dog and how common such a sight is. But she is confident she has their prey’s scent.
Fortunately blending in with the crowd to the point of being unseen is a simple enough task for Zyllith. She's been in enough port towns to know how to get lost in a mass of people when she needs to.
Unfortunately the same can be said of her prey, it seems. For the time being she continues to follow her friends as she keeps an eye out for Ferghus, even if she feels she's looking in the opposite direction.
Rolling double 1's, I'd say that Zyllith has even lost sight of Belkas and the SioDog. She finds herself in the middle of the bazaar with no idea where anyone went. Same for Belkas, who's also lost in the middle of the large marketplace, although Crowley still knows where Belkas is.

If they catch up, the pack can herd him to an ambush point. If they do not, she can track him to his den and know where to guide the others to wait or attack. She can hold this form for three hours in total and re-up for another three if she finds a safe spot to revert and change again, if necessary. She has better shapes for pure combat, but the wolf dog attracts less attention in a city.
Siobhan does not know why Zyllith marked the man as prey, but she is not so naive to think the tiefling’s plan was meant for open streets and watching eyes. She assesses the target - what makes him deserving of their hunt?

He's simply walking down the street, although occasionally glancing back, probably looking to see if he's being followed.
Watching him, you don't notice anything specific about him that might indicate why he's being hunted by your companions. He's just a young human man in his twenties, dressed in fine cloth, wearing a hooded cloak and carrying a leather shoulder bag that he's holding tightly against his body.
Siobhan has committed to following this person until they reach their destination, even though she does not understand why it is important to Zyllith. The shaggy street dog continues to shadow her prey. She remains alert to her overall surroundings in order to be able to retrace her steps as well as respond if her target reacts to her presence.
