Savra sighs, not able to come up with much. She moves upwards, heading back into the keep and retracing her steps to the place where she spoke with the leader of this village.
Emerging from the cellar, she enters the keep in a state of utter chaos. The blue dragon strafes the battlements while archers attempt to return fire, but to no avail, as arrows bounce off its scales. Countless electrified corpses are sprawled on the ground and countless blue fires burn. There's a large ballista in a keep tower, but several dead bodies around it reveal a failed effort to spear the dragon out of the sky.
Savra spots Governor Nighthill directing the troops, the tiefling being among them. She also sees Linane and her family cowering behind a wall, Linane trying to calm her screaming children.
The dark mass of the dragon flies above, it's mere presence evoking fear in Savra's mind. Roll a DC 17 WIS Save or be frightened for a minute, and tell me what she'll be doing next.

Savra, unable to push down fear of the dragon, moves back the way she came and cowers in a place in the chamber that leads to the tunnelw here she left the villagers she rescued.
An overwhelming fear comes upon Savra and she shuts the door behind her. A minute passes and the supernatural fear soon dissipates, but two more lightning shocks are heard outside. If Savra peeks out again, she'll see a few more smoldering corpses in the keep as the dragon now appears to be targeting civilians since many of the soldiers are either dead or hiding.
Linane and her family and desperately trying to find cover, but it's difficult, the dragon appears to take notice of them and starts swooping down.
The tiefling that had fought with Savra seems to have made the mistake of taking cover behind a wagon. A lightening breath has sundered it into two, and she's trapped under one of the collapsed halves. Savra sees her struggling for breath as she tries to lift the wagon to no avail.
Lastly, with the dragon's attention averted Savra notices that she has a clear path to the ballista in the tower. There's already a loaded bolt inside, and it's only waiting for someone to expose themselves and fire.

Seeing the state of affairs, Savra frowns in frustration. She won't get her vengence with things going like this... Moving towards the balista she moves to a spot where she can see the sky, if not the dragon. Then she casts minor illusion She creates the full-throated roar of an ancient dragon to fill the air. She makes the roar into words in Dracconic. "Foolish blue, you have come here to die then..."

There's an air of uncertainty as Savra weaves her illusion. The dragon stops its dive and hovers in the air, flapping its wings. There's a look of...embarrassment?
"Oh no, Master? No, I have not come to die here! Oh, I understand! Never should have trifled with these filthy mortals.
It appears Savra's luck has saved the day. The blue dragon flies off into the distance. For once, there is a moment of silence in the keep.
"Ok, that takes care of that, at least for now." Savra says as she steps out, dusting her hands as if having done something important. "Hopefully the blue doesn't get some counter order, but my little trick there should at least buy us some time." She moves around, first helping the Tiefling get out from under the wagon, then helping the villagers she rescued move to somewhere a bit safer. With all of that done she moves to find the village leader once more.
The tiefling is overcome with gratitude as the wagon is lifted off her. Though she doesn't know it was Savra that had tricked the dragon, she's very thankful to have her ally watch out for her.
The rescued villagers enter the main keep, reuniting with separated family members and friends. There's finally a moment of joy among the solemn destruction in the keep, and Savra is starting to even become a minor celebrity at this point. Nonetheless, the mood is grim as bodies are beginning to be buried and fighting positions reinforced.
Savra meets a weary Governor Nighthill in the battlements. There's a small oak chest by his feet.
"It's good that you left before the dragon attacked. Hadn't it left, we would have all been destroyed, and only by the luck of the gods did we survive. Here's a little compensation for your efforts in rescuing our people."
He nudges the chest open, revealing four regular healing potions. "These should help with your wounds."
It's about midnight in Greenest, and the city fires are beginning to die down, but not by much. Nighthill tells Savra to rest, but she still knows there's much more to be done.

"Is there anything specific you wish me to help with, or should I return to see if I can rescue any more villagers?"
Nighthill nods. "Well, I'd give anything to know what we're up against, and why. For that, we need prisoners. A commander, even a low-ranking one, is best."
He leads Savra up on the parapet and points out to her a familiar face outside the keep. A human woman dressed in exquisite purple robes, and hefting a large halberd. It's Frulam Mondath, accompanied by at least a dozen guards.
"I don't suggest attacking such a formidable force, but we'll need any officer we can get our hands-on. Reports say that dozens of townsfolk have barricaded themselves inside the temple to Chauntea, which is surrounded by raiders. You'll find an officer there, but it'll likely be impossible for you to relieve the townsfolk on your own.
Unfortunately, I cannot spare any more troops to support you. The dragon attack has heavily reduced our defenses."

"Very well." Savra says with a nod. "I'll see what I can learn there." She tucks the potion bottles into her pouch, then turns to head back towards the tunnel.
Savra barely evades several cult patrols, who are carrying large sacks of valuables. It's almost as if they are ready to begin leaving Greenest.
Finally, she arrives at the Sanctuary. The temple is a large building, made of fieldstone with a peaked slate roof, and square in shape. It is taller than most other buildings in town.
The sanctuary is surrounded by raiders. The force outside the temple is split into three groups. One is battering at the front doors, another is circling the temple in a screeching mob, and the third is heaping burning straw against a rear door. The hushed sounds of frightened townsfolk can be heard from inside.
To locate a commander, Savra can make a perception check. Also, describe how you are approaching the temple.

as she nears the temple area, Savra ducks into a shadowed doorway, changing her form into that of one of the cultists she had fought previously, and who was no longer among the living. She would not pick the one she used to get through the lines and to the keep that first time. She then walks out in the open towards the temple.
Slipping closer to the cultists around the temple, Savra watches for a long moment, trying to pick out those in charge of the three groups around the building.
Perception: 17
If she finds the ones who look to be in charge, she would move towards them, pulling her cloak in tight as she does so, and transforming herself into the form of Frulam Mondath as she approaches. She would take a moment to cause her cloak to change from black to purple as she steps up to the leader of this group. Casting minor illusion (if possible changes to form and cloak would be done so as to be unnoticed by the cultists, stepping into a doorway or behind some obsticle to get it accomplished if needed.)
"What are you waisting your time for here?" She snaps at the person leading these cultists. "We are clearing out and you are worried about a simple temple to some weak god? Get your charges moving out of the city and back to the outside of the city at once." She glares at the leader. "Give the orders then I need you to come with me."
Approaching the temple, Savra notes the particular composition of the cultist force, which is split into three groups.
Group A consists of one dragonclaw, two cultists, and six kobolds. The cultists are handling the ram while the kobolds stand guard in case the town militia mounts a counterattack. The dragonclaw is in charge. The kobold guards are alert, but they are distracted when Group B passes in front of the temple.
Group B consists of three cultists, ten kobolds, and two ambush drakes, strung out in a mob that stretches 50 feet. This procession with leaping and whirling kobolds completes one circuit around the temple approximately every eight minutes (two minutes per side).
Group C consists of four cultists and four kobolds clustered tightly around the temple's back door. Their meager fire produces little flame, instead creating prodigious clouds of thick smoke that engulf the back of the temple and blanket the surrounding 30 feet of ground.
(Note that minor illusion usually isn't able to change the color of clothing since it is a stationary illusion, and it's more something disguise self will do. I'll let it pass for now.)
Savra walks up to the dragonclaw, the first rank in the Cult of the Dragon after initiates. She's a cruel-faced elf, but quickly snaps into attention as the face of Frulam Mondath glares into her.
"But did you not order us to...of course. Right away!"
She shouts a few words and the cultist force disassembles, with the kobolds seeming incredibly dismayed. A few of them even have the gall to hiss at Savra as they pass. Afterwards, the dragonclaw walks with Savra.
"Commander, what is it that you wish to discuss with me?"
(Along with whatever checks you are making, make a straight d20 roll for the location of the real Frulam Mondath)

"I have found something I need you to investigate with me." Savra responds with a curt flick of one hand. "Do not question me further." She strides away, expecting the other to follow as directed. She will lead the way to the river and towards the tunnel exit she has been using to enter and exit the keep.
In an incredible display of commanding presence, the dragonclaw follows without a question. The two move up the banks of the river and approach the keep's old tunnel. As they get closer, the dragonclaw appears to be a little wary but keeps her mouth shut.
At the gate of the tunnel, she says, "Frulam, is this a passage into the keep? Pardon me, I'm a little confused. I thought we were ordered to avoid any direct assaults on the keep?"
