You can rage in hybrid form. You can attack with both claws. Yes, you can apply strength modifier (I don't know what you mean by multiplier, and if that multiplies, then no).

Both claw attacks are successful, shredding the remaining rats to pieces (btw, I will only allow two attacks per turn, so if you claw twice, no bite). Unfortunately, Zade was also attacked by you at the same time, resulting in 1 damage.

Now that the battle is over, time to apply bleeding damage. With bleeding damage, you have 1 turn to do anything before it takes effect. Then, you take 1d4 bleeding damage from every attack dealt to you during combat.
Zade, you were attacked once by the rats and once by Brom, so that is 2d4 bleeding damage: 5
Brom, you were attacked once by the rats, and once by fire, so that is 2d4 bleeding damage: 6
Just to let you know, if you transform into your beast form, you can eat the rats, gaining 1d12 health. If you share the rats, you will each gain 1d6 health.
With the rats laying torn and broken at Zade’s feet, Brom staggers backwards. Bloody and burned, his form transforms from hybrid to humanoid, as he slowly falls to his knees and collapses face first onto the scorched forest floor.
(occ: The bleed out mechanic pushes him to -2 HP. He had 16 HP but took a total of 18 HP damage between the rat attack (7), fire damage (4) and bleed out (7) 🙁)
Don't worry, that didn't happen. You have 1 turn before the bleeding damage takes effect, so you have time to transform to a beast and feast on the rats, regaining health.

As he does so, he utters a single, guttural word directed at the others, “Heal.” Now fully in his bear form, Brom eagerly begins devouring the rat carcass closest to him, leaving equal share far his battle forged companions.

@DM I'm not sure why the reroll on damage. Silver Barbs makes you reroll the d20 attack. Unless I'm missing something.
If he's still hit then 7 + 3 + 3 > my 11 Hit Points, so that means I am Unconscious. If I am still awake, then I will transform and eat one rat (yummy) Health gained: 1
You magically distract the triggering creature and turn its momentary uncertainty into encouragement for another creature. The triggering creature must reroll the d20 and use the lower roll.
You can then choose a different creature you can see within range (you can choose yourself). The chosen creature has advantage on the next attack roll, ability check, or saving throw it makes within 1 minute. A creature can be empowered by only one use of this spell at a time.
Though no longer at Death’s door, but still weak and battered, Brom looks to the others. “We should try to move on and find a more suitable place to rest for the night.” He looks around at the blackened forest floor and eaten rat carcasses. “This place is sure to attract others.”
”Stravini, these are your woods. Do you know of a safe place to rest?” Brom grimaces a bit as he readjusts his gear in readiness to move on.
