Sam's attacks all hit the shadow dragon, but they don't do as much damage as expected, but the monster reels a bit from the last attack.
(It's got resistance but it was overcome by part of the zephyr strike. This is a mechanically important point: Sam attacks before Angus reaches the dragon. (Initiative 22 & 21, respectively)
<Because lighting us so important when fighting a shadow dragon, I'm going to change the map to show what is illuminated. I have Angus with a torch and let me check if Tetrevess has a light source. T us up.>

Waiting to see what Tetrevess does. Makes it hard to map when first initiative posts last. Especially with lighting effects being not very robust in owlbear. Continual flame and torches both spread bright light for 20ft. Dim light 20 more. That's a pretty big area, but it moves pretty fast.
I'm just going to tell you this because I find it odd: the adult white shadow dragon (the picture I had is a red shadow dragon) does have legendary resistance, but not legendary actions.
While we're waiting in Twtrevess, Sam: where do you actually want to go? You can move away from the dragon (I'm ignoring your speed at the moment since I just plopped you anywhere at random on the bridge without any input from the players, so you can move away without drawing an AoO. I just need to know if you're planning on staying between thr dragon and the lake, in the bright light of Angus' torch or in the dim light around it. Probably can't make it all the way out of the dim light on that side, but you could if you wanted to by going past the dragon, further left (south) or further inland (down / east).

he casts fireball on the dragon, but hitting the far side away from his allies. 4th level fireball, with damage replaced by Radiant damage (damage type change order of scribes feature, sickening radiance).
DC 21 Dex save for half of 35 radiant damage.
he then moves back away from the dragon and the rest of the group- trying to make less of a breath weapon target..

@Sam: not much cover on the beach, but if you go around behind the shadow dragon, you'd be out if the way if the vreath weapon unless he turns around. It would out you in darkness and if you can see in darkness, you might notice somwthing, so make a perception check.

The dragon starts flapping its wings, the beating of which threaten to knock Sam and Angus prone (DC 19 dex save to prevent prone and avoid 13 bludgeoning damage) as small bits of debris and gravel on the beach are thrown into the air.
The dragon takes flight and moves 40ft toward Tetrevess, (that's all an LA, costs 2)
Dragon's turn:
The dragon exhales a huge (60ft) cone of Shadow at Tetrevess causing 54 necrotic damage on a failed DC 19 Dex save or half as much on success.
Players are up. The dragon is in bright light due to Tetrevess' eternal flame dagger.
I put Tetrevess far away, but even if I put him at the max distance to cast fireball, the 40ft of fly speed (½ the dragons total fly speed) plus 60ft cone AoE would still reach if the center of the spell was somewhere behind the dragon suxh as not to hit Sam and Angus. I hope this is acceptable. In fact, the d4sgon started 200ft from the door to the tower, so ...>
The yellow circles are the light from the torch and continual flame dagger. Solid yellow is bright, transparent yellow is dim, the orange overlaid with white is the radiant fireball (might look pink), the purple cone is shadow breath.
The shadow dragon is over the water, but right beside the land bridge, so you could stand in land and be in melee range. Angus is less than 39ft away, Sam is about 40ft by land, but if he can swim, its actually the sqme, because of the rounding rules (it's called chessboard, the alternating diagnosis of 3.5, Euclidean and Manhattan measure are also supported by owlbear, which is nice, but CB is the 5e rule). The point is, it's never less than 40ft for Sam to melee the dragon. Except, come to think of it, he should be depicted as Large, so if he has 10ft reach, plus the larger area on the map he should take up, we can make it 30. Sorry for the confusion. I'll update it on Owlbear but not repost the images above.
Also found a typo above. Distance from Dragon start point to tower was 100ft, not 200.
Tetrevess takes the full brunt of the necrotic breath, and he ages right in front of the group- the life getting sucked from him. Now more wizened and grey, his cheeks sunken, he casts a 5th level thunder step, transporting himself as far as he can from the dragon- and doing 37 points of radiant damage (substitution) to the shadow dragon (DC 21 dex for half). (Does the shadow dragon appear to be taking extra damage from radiant?)
(also- did Anyone get an aOO from the dragon move?)

@Sam, et al, if you're looking for cover, the thatched blobs on the shoreline are rocks that woukd over ½ cover standing, up to full cover for prone
They could take AoOs, but they might be prone if they fail the save, so DA from that.
Dex save vs Thunder step 18
No extra damage from radiant ie vulnerable. It's so much worse. It's just one of the damage types it doesn't resist.
