Before anyone can respond you can see the Blue Dragon sweeping in and attack the keep. It flies over the keep and uses his Lightning Breath without moving closer than 25 feet from the parapet. It doesn't seems to attack you or governor, but it does kill 3defenders and injures 2 more. Escobert tries to bring the reluctant governor Nighthill to safety.

As Escobert guides the governor away, Linan tries to rally the defenders. The defenders on the walls have mastered their fear of the dragon’s Frightful Presence from earlier attacks. There were 20 defenders on the walls (17 now). The Dragon swoops away out of range for any weapon and seems to be waiting for his breath weapon to recharges.
((Ok, so this fight is going to be a little different. As long as the Dragon doesn't attack you directly it will kill 1d4 defenders and injure 1d6 defenders. If the breath hits you I'll roll for it, but at level 1 it will kill you outright. Everytime it flies over you can make a ranged attack (25 ft), you don't have to roll initiave (I'll assume you're holding your action until the Dragon flies over). Everybody on the parapet can make an attack the next fly-over. Others can rush up and join the fight from the fly-over after that.
Kriv heads up to the parapet to speak to the governor.
Zale will follow Kriv.
Zeminny will hang out with Eek and the others, rehashing the amazing heroics of the battle. Being sure to brag up Eeks great shot against the drake.
