Jirel feels the heat rip by her, blistering her skin upon contact, threatening to burn away her hide and cook her flesh. Holding her ground in attempt to endure the pain, the goliath bites down hard, gritting her teeth to silence her cries of agony.

Jararaka eyes the streets curiously, the tight knit shops and vendors, in every direction, there was just more buildings. Finn's lost Jararaka at 'if you want service go the extra mile', she's not even fully used to having enough coins for services yet.
At the sound of Tylaerys' voice, she looks up. She moves to raises an arm and wave back, but in moments, Tylaerys and Jirel's figures are swallowed by the explosion. Stunned, Jararaka manages to gasp out a "WHAT THE-" but she couldn't even hear her own voice. Once sound returns to her, so does bodily control, and she runs after Finn. "Oi! Jirel! Tylaerys!"
Jararaka curses when she sees the mangled bodies and yells out to those standing nearby, which was just their group- and a greenish girl? Her voice crack a little. "Back away! Get out of here!" Looking uncertainly at the rapidly spreading fire, she grits her teeth. Tightening her one hand's grip on her shield, she raises the palm of her other hand to the growing flames. Under her breath, she mumbles, "my King, some help here...!" An ancient prayer finds it's way to her tongue and wind begins to pick up around her, before coalescing around her wrist and striking outwards. A blast of strong wind current collides with the flame, beginning to flatten some of the flame near the front of the exploded shop.
[my gosh that's a huge amount of damage even with stone endurance
Jararaka's casting gust of wind! using it to extinguish unprotected flames in the area]
Finn, you learn from the stable hands that, if you choose to depart from the north of the city, your horse can be relocated there for 1gp plus any incurred stabling costs (5sp per day, 1 day already paid up front).
Jirel:
You did not detect any warning sign before the blast. All seemed well. The shop that exploded was dark inside and the sign showed it was closed. There was nothing suspiciuous in the street and you did not hear anyone casting any spells.
Finn, as you rush into the blast zone, you spot your friends through the smoke. Both Jirel and Tylaerys look badly burned, but they are both standing, Tylaerys sheltered behind Jirel, who seems to have taken - and endured - the brunt of the explosion.
Finn also sees 4 Baldurians lying in the rubble of the street. 3, unfortunately, appear deceased, but there is a vendor trapped under his overturned cart who appears to still be alive.
Jararaka, you channel divine storm energy into a gale force wind and turn it on the fire.
[While there is a time sensitive element to the fire, we aren't in initiative at the moment. I'll say for the first 18 seconds if Jararaka's spell, she is able to extinguish the flames in the street, eliminate the flames threatening the adjacent building, and clean the flames at the very front of the ruined shop.]
As Jararaka fights fire with air, the powerful wind she summons sends small pieces of debris from the shop swirling away. Those nearby have to shield their eyes. A few courageous souls, recognizing this was a store that exploded, creep toward the site picking through wreckage and looking for valuables. Nearby, you hear cries of "Fire! Fire!" and somewhere there is a bell ringing loudly.

((The three dead Baldies - we talking dead dead or making death saves dead? Do civilians even get that option? Assuming dead dead…))
Finn briefly looks to the vendor but his path to his friends barely wavers. “Hang in there,” he calls over to them, lacing his words with healing magic (Healing Word - 6hp to vendor) but Finn is often more selfish than good so he heads for his friends before actually pausing to help others.
Helping them will likely help more people in the long run, Finn justifies it to himself if he thinks on it at all.
Once Finn reaches Ty and Jirel he’ll dole a use of Healing Word out to them each whether they need it or not. It would probably be wiser to allow a cleric handle the healing but Finn is still too shocked to consider saving his strength… 5 healing to Ty, 6 to Jirel.
Once Finn recognizes that there are looters taking advantage of the situations he’ll use Thaumaturgy to make his voice boom and call out “By order of the guard, all looters shall be hung!” He wants some good stuff left in case he gets a chance…
Knocked to the ground at the feet of the blonde giantess by the fierce fiery blast, Tylaerys lies still, slowly trying to get her bearings, to comprehend what just happened, slowly opening her soot covered eyelids, feeling her frail body scorched severely, the pain of the severe burns to her skin excruciating, but she lives, thank the gods she survived. Sprawled on the street she looks up through the smoke at Jirel, still standing like an unshakeble mountain, her steadfast rock of protection and comfort. If it was not for her, the half-elf would surely have been completely immolated by the flames of the explosion. A moment later she feels the the soothing words of Finn, looking up at the now male form of the changeling with a weak smile of gratitude. Finn seemed okay, she hoped Jararaka too escaped the blast, slowly turning her soot-covered head to see if she could spot the lizardfolk but seeing only panicked people running back and forth, and so much noise still ringing in her ears. She had to get up now, there was likely many innocent people worse of than herself, maybe she could do something to help.
Finn's healing word seems to have done wonders for the injured candied apple peddler, though the man is still trapped beneath his cart.
Anyone trying to help the 3 dead-looking pedestrians, please make a Medicine check.
Finn, your use of Thaumaturgy, along with the whirling wind churned up by Jararaka, convince some of the looters to withdraw, though at least one shouts out in answer to the booming voice, "The 'Guard'? Who the frak is the Guard? They're not the boss of me!"
Somewhere nearby a bell is still ringing but no 'authority has arrived yet [its still less than 30 seconds since the blast].

Finn draws his rapier and points way too high to actually hit anything but perhaps the ceiling in the general area of the looter who mouthed off and sends a blast of eldritch energy along it's length and into the store. Besides the random potshot aimed to miss, Finn's focus is on his companions and making sure they're all set before he does anything else.
Covered with soot, coated in debis and baked in fire. Jirel’s chest rises and falls with her heaving breaths. Arms marred and empty from one she tried to protect. They hang almost limp at her sides as her honey eyes scan the carnage and innocents perished from the incident. Blood drips from her fingers. Finn’s healing words are enough for the goliath to stand up taller, but not enough to cool her rage. She closes her fists, emitting a low grumble as her anger toils and churns, threatening to rise and break to the surface.
The goliath turns in her frustration towards the bossy voice, fully prepared to unleash a deep furious roar, only to stop short when her eyes meet those of a young green girl. Instead she huffs and snarls. After a few breaths, the beat up burnt blonde buff chick barrels by. Grabbing hold of the apple cart, she digs deep beyond the pain, engages her damaged muscles, and with a deep guttural growl, she lifts, prepared to hurl it into the abyss post-haste.
The green-skinned girl drags the peddler out from under the cart... although it seems an unnecessary action since the blonde goliath doesn't look inclined to simply drop the cart back in the same place. Then seeing the man is not as injured as suspected [she probably didn't notice Finn's spell] she leaves him on the ground and, raising her hood once more, looks around again at the shop front. Noticing that the fire has dissipated, and the shop is now only occupied by a few enterprising civilians, she runs back over to the ruin, despite the magical blast from someone in the street. It's difficult to tell whether she has joined the looters or has some other objective in mind, but she is clearly searching for something specific...

Tylaerys slowly gets on her feet again, looking around to assess the chaotic situation around her. She is relieved to see Jirel still is going strong, way ahead of her in helping others, so the sooty half-elf turns to the closest body, kneels by it and checks it for signs of life.
Medicine: 7
As she finishes she casts a curious glance after the green-skinned girl entering the ruins of the shop. There was nothing to suggest this had anything to do with the cult but she felt strongly she needed to find out more and just maybe the green-skinned girl was a lead to this.
"Wh- hey! Where are you goin'! Thing's just exploded!" Jararaka yells a bit exasperatedly over the gale as the green-skinned girl runs into the shop.
Once the visible flame is squashed, Jararaka drops her arm and shakes out her wrist. The gale dissipates and she is momentarily dazed, apparently impressed. Then she abruptly remembers where they are, and checks on Tylaerys and Jirel, hissing at the nasty burns. Like Finn had done, her words were embed with divine magic, "these burns... what the hell was that. I'd be lyin' if I said I didn't want to just hit the brick and get y'all patched up but..." She talks as she bends down with a grimace to see if any of the 'bodies' are still breathing [Medicine:15 + 1 from guidance], then turns to the shopfront again, "...I'm gonna check that out."
Jararaka creeps towards the exploded shop, stepping over the debris gingerly, spines raised tensely. She keeps an eye out for the weird green-skinned girl and scans the shop for clues on what could have caused the explosion, or at least what kind of shop it was before it became debris [Perception: 23]. And if she happened to see something interesting enough to snatch up... well.

With everyone upright and stable, Finn looks at the store and whistles. “That sure was something. I ain’t never seen anything just up and explode like that without a dragon around,” Finn says mostly to just be saying something but the thought does cause him to scan the sky for a moment.
“Should we go in and kick the looters out?” Finn asks, already a half step forward in that direction. He’s interested in shooing looters, sure, but also in just what caused this to happen in the first place. And if the looters missed something and nobody is looking…,
Jirel lifts the candy apple cart up off of the injured man, who looks at up in awe at the giantess before he rolls over, climbs unsteadily to his feet and then shuffles away from the carnage, offering a "Thank you, praise Chauntea!" over his shoulder. [No roll necessary to lift the large cart. The narrative just hit Jirel with a bomb... the narrative can also allow her to make an uncontested show of strength.]
Tylaerys, a quick check of the three pedestrians in the street confirms the worst. They endured the same blast as you, but without Jirel's endurance (or her shadow) to protect them. They are beyond saving.
As far as the green skinned woman, you get a good look at her as she looks through the shop.
[Yeshil, you aren't trying to be stealthy, so go ahead and give Tylaerys a thorough description of your appearance and what it might look like you are trying to accomplish in the ruined shop.]
Speaking of the shop, the front windows, the door, and the brick veneered wall between the picture windows have all been blown out into the street, allowing persons to simply step over a pile of rubble. The front half of the ground floor is clear of open flame for now, though the rear of the shop and the upstairs are still on fire. With Jararaka's spell extinguished, smoke begins to creep roll into the front of the shop.
Between the smoke and Finn's pot shot, the last looter scampers away.
Yeshil since you are actively looking for something in particular, please make an Investigation check. Since you are inside the shop, please also make a CON save against DC 13. On a failure, you encounter too much smoke inside the shop, suffering respiratory distress and incurring 1 point of Exhaustion. Jararaka, in addition to the paragraph above...

The front half of the ground floor is clear of open flame for now, though the rear of the shop and the upstairs are still on fire. ... you can see:
...a little more of the interior. It looks like some of the upstairs has collapsed into the rear of the shop and is still burning. Of the contents in the street, you see a rack full of charred brown, blue and burgundy robes of various sizes. There are several quarterstaffs, all decorated with animal morifs or carved with decorative runes. Everywhere there are baskets and tin containers, some with the labels still legible: mistletoe; feathers - small and medium; quartz fragments... the contents of such containers having been spread to the four winds. And above where the door once stood, the blackened sign can still be read... 'Mystic East.' You see enough to convince you this was a magic shop, or at least a shop catering to wizards and other spellcasters.
At this time, several townfolk arrive with buckets of water and toss them into the shop. The results are inneffective for now, but it appears a bucket brigade is now in the early stages of being put together.
Also, it is at this time that shouts are heard from the direction of the Basilisk Gate. "Stand aside! Who saw what happened? Looters will be apprehended!" Six Flaming Fist soldiers are charging through the crowd, shouting orders. There are about 200' away.

Description: The girl appears to be human, save for the green-tinged skin, visible on the face and hands as well as the hair. She is rather petite, only about five and a half feet tall and a slight build, and seems to be in her mid-teens. The visible facial features are soft, save for a slightly aquiline nose; on the occasions when the hood inadvertently slips back, Tylaerys sees that the tips of the girl's ears are slightly forked, and that there is a noticeable blemish running from her temples to the back of her head, almost like a garland but evidently part of her anatomy. The white robe is typical of that worn by wizards, with silver-embroidered stars on the hem, although Tylaerys can see that a short bow and sword are tucked within. The girl is clearly ignoring the smaller debris, and either overlooking or casting aside items with actual value, and instead checking the clothing or turning over the larger pieces of rubble to see anything laying underneath - she appears to be searching for survivors. Tylaerys also catches snatches of curse words and muttering: I'm too late! I'm too late!
Investigation: 20 to determine whether there are any survivors, or the likelihood of any occupants of the shop to have survived the blast. If it seems unlikely, she will abandon the search and leave the shop.

How does a red dragon blow out the candles on its birthday cake?
Finn moves his way into the storefront, pulling part of his cloak over his mouth as he goes and making calls of "Everyone vacate!" and such for appearance even if everyone already has. ((Con save 20.)) Finn does some looking around to see if he can determine where the blast originated. As debris blew outward that would seem to indicate an explosion from within... So he is looking to see if he can determine if it was in the room, from above or what... ((Investigation? 16)) Of course his eyes are open for any signs of dragon cults but he doubts they would be labeling their explosives as such so it's more of a secondary consideration.
((Another con save if needed after the investigation action? Not sure if that counts as an action... 10. If this counts as a failure, Finn coughs and sputters his way out, not wanting to make himself sick for a little petty theft - Ignore below, Finn is done. If the Investigating didn't count as an action then see below...))
Lastly, Finn is not opposed to seeing if there is anything worth recovering on the sly. Finn isn't going to risk it for general store type items or such, but if something really catches his eye as possibly something he will consider some sleight of hand...
[Con save: 18, after the first save Jararaka'll use the Hold Breath trait (hold breath up to 15 minutes) to avoid breathing in more of the smoke]
Jararaka sputters as she breathes in some smoke unexpectedly, but quickly bends down, avoiding the most dense smoke and inhaling deeply. She stays low for better visibility, and swipes something small and easy to miss. [I'll leave it up to the DM what she can find, might just be a pretty piece of rock, she's not versed in this lol]
Jararaka follows the girl, who seemed to have way more purpose than herself. She mimics the motions of survivor-searching but much more half-heartedly, given how much of the building is now just rubble. [Investigation if needed: 6] Once she's close enough to have a somewhat quiet conversation with the girl, she hisses, "what are you looking for? D'you know anything about this?" Since the smoke wasn't a issue for her yet, she'll linger in the shop interior with the girl till the girl left.

[This same save will be necessary for anyone trying to enter the shop and again for every round/action they spend inside.]
Jararaka, in addition to the paragraph above...
Speaking of the shop, the front windows, the door, and the brick veneered wall between the picture windows have all been blown out into the street, allowing persons to simply step over a pile of rubble. With Jararaka's spell extinguished, smoke begins to creep roll into the front of the shop.
... you can see:
...a little more of the interior.

CON save: 15 On a failure, she will abandon the search and leave the shop.
[Sorry, didn't mean to leave the DM's instructions there. Was posting in a hurry.]
How does a red dragon blow out the candles on its birthday cake?
