Unusually, Tuuli and Lucky are pretty far ahead of the party, having headed out before everyone else stalled (see #1505). They are looking for the house from the picture, at the end of the street, on the right, with the red roof, where Cuauhtémoc said.

Nothing manifests itself in the starry skies above. This side street is quieter, but not without its own life - kids darting down alleyways, music playing from brightly lit balconies, dogs barking, occasional pedestrians passing through, many in costume. It's a dense urban moonlit cityscape, with many intersecting lanes and shadowy alleys.
The vecindad does not immediately become visible as they traverse the quiet street, but Tuuli is the first to spot it, up a stone staircase off a walled quiet neighborhood square where the street ends. It definitely matches the drawing.
This large manor shows its age, but the building is well cared for and, like the rest of the city, cheerfully decorated for the impending festival. A colorful altar stands opposite the entrance, its tiers covered with sketched portraits. A few folks in the vecindad are clearly celebrating, but you hear sobbing coming from one of the apartments.
Walt makes his way down the street stops at the large manor at the end of the street. Walt looks over the sketched portraits and pulls out the silver locket with a pencil portrait that he found in the mine. He compares that sketch with those on the alter see if they match.

He doesn't spend much time there though. At the sound of sobbing, circuits which require appeasement of suffering kick in, and he walks toward the sound, without much care for potential danger.
Tuuli approaches the altar, steadying herself with a hand on the wall, and closes her eyes, communing with Lucky. The kitten, meanwhile, scampers up the stairs, sniffing and looking and listening as he goes.

He wonders who is so sad on a night of celebration and remembrance like this one and what has happened to cause them such sadness. As he follows the others, he can't help but glance at the night sky once more, half-expecting an owl out of nightmare to come swooping down on them at any moment.
Walt examines the altar on the street. It appears to be a shared, communal altar, its tiers adorned with ofrendas for the dead. You've seen a few already in your walk through the city. The sketched portraits are mostly of humans, although there is at least one tiefling among them. It's hard to tell their social status, but they do not seem to be members of the nobility. Walt compares the portrait in the silver locket with those in the ofrendas, but finds no match.
Pax examines the altar as well. He's not familiar with the pantheon of gods worshiped in San Citlán, but he suspects that setting an ofrenda here might indeed allow one to commune with the soul they’re honoring and to even receives their guidance.
Bendrak and Aranor keeps an eye on the skies, which remain clear.

The building appears to be an old manor house, once the property of some rich noble, and now long since divided into ordinary apartments. Some of the apartments are dark, and others seem to be full of merry-making residents, but the weeping comes from a ground-floor apartment near the main stairway. The weeping stops and a stern-looking woman abruptly opens the door, looking you up and down, her face puffy from tears. Walt recognizes her as the woman in the portrait. Pax is first at the door. “Are you here to kill my son?” she asks him, defiantly.
"Not unless it is necessary," Pax replies. "But fear not, we will carefully judge the necessity. I am an ambassador for peace. Has your son worked actively against peace?" He speaks gently but steadily, his attention fully focused on the woman.
