If this place is a crank puzzle, I wish you all godspeed. 'cause my brain is fried after work nowadays, and my puzzle ability was low as it was.
I wouldn't call it a crank puzzle. The main plot here is that it's a cabal. But the cranks do serve a purpose.
Remember, you don't have to be able to solve puzzles, riddles, and mysteries. Your character does. Roll a skill check that you think makes sense, and tell me what you are trying to figure out. I'll give you information from the perspective of that skill check.
As a barometer for most skill checks:
1-5 will likely produce unreliable or unrelated results. 6-10 will produce common sense results. 11-15 will produce insightful results, including clues and hints 16-20 will produce a reliably accurate answer. Your character will be very confident in their knowledge of the subject. 21-25 divine intervention has guided your hand. Even if it doesn't make sense that you know this, you feel absolutely certain about something.
As a general rule of thumb, when I set DCs, I take RAW into consideration:
5 Very easy 10 Easy 15 Medium 20 Hard 25 Very Hard 30 Nearly Impossible
I'd say the DC on this is somewhere between Easy and Medium.
Some skill checks are impossible to succeed in, and I will tell you through PM. The god's can't always intercede. So sometimes, not even a result of 21-25 will reveal much. Since Sera grew up homeless (and may have camped out in a sewer on occassion), Merkas was a criminal, and Nare has been living in the sewers, I will allow them to roll with Advantage.
If you have a holy symbol of Sargonnas, or a robe with the holy symbol etched on it, please add that to your inventory. I will check that when determining who the zombies attack or ignore.
“Hey... look here,” she called, her voice a coaxing tone like one might use on a lost dog. “A totally non-Sargonnas-approved mortal right here... come now... be a good zombie.”
She paused mid-sentence, realizing how ridiculous it sounded, then muttered to herself: “How do necromancers talk to their creations anyway?”
That's going in the memory bank for D&D anecdotes. 🤣

I like it. I was origionally thinking they were just ambling guards... wandering wherever. I liked the amusing thought that sometimes acolytes had to get them unstuck from closets and loose grates as part of their daily chores while they earn their rank. But the idea that you can heard them like cattle to do your bidding sounds way more entertaining.
