They don't level up at all unless Ororana trains them or you take them on missions. That fits more accurately with RAW anyway. Hirelings don't gain XP typically. They'll need to take on class levels to be strong enough to lead missions (and become Rank 2 - Aspirant Flares). In case we've all forgotten the ranks, they are, as follows:
0 - Dependant Ray: May join missions acting as a representative of Dawnbound. 1 - Aspirant Flare: May also lead missions with up to 3 NPCs as a representative of Dawnbound. 2 - Reliant Blaze: May also seek out and approve bounties as a representative of Dawnbound. 3 - Reverent Aurora: May also open recruitment and appoint hirelings as a representative of Dawnbound. 4 - Assumptive Dawn: May also approve strongholds and recruitment facilities, conduct business as a representative of Dawnbound.
As Reverant Auroras, Ororana and Kasi can manage most of your guild business, if you want to. Guild business can be managed from anywhere in the multiverse. But if you want to do something yourself using a Bastion Order, you'll need to be in one of your Bastions. With your limited facilities, you can't use its full potential yet. You'll be able to increase its size by 2 more rooms when one of you hits level 9. Although your renoun can't get above 3 in Santekh (it's just too small for that, it's capacity is 300 people), if you get your renoun up to 4, you can promote any member with class levels up to 4 (Assumptive Dawn). And that guild location can be completely managed for you. It'll just generate weekly wealth for you, and I'll roll for complications and update you on progress, which could mean side-missions, artifacts found, gossip updates, or disasters for you to clean up.
I feel like you try influence the DM here to give some special ability. This is a very sneaky way to influence the game.

How is it the kender is the one that seems to be the most clear headed, Sera is overcome with passion being amplified by the living armour, Nare and Lenny are are barely this side of sane, and Hastos seema taken by whoever gives him affection.
