I can guess at the problem, but Beegred and his low INT won't have a clue.
After the "evil" elemental was defeated, it reformed into a galeb duhr, then rolled to a specific location. I'm guessing (in hindsight) that the glob interferes either with the reforming, or moving to the right spot. Probably the latter, but we'll find out when the elemental is beaten down.
Either we have to wait an hour (and hope we don't get swarmed by more evil things during that time), or find a pint of alcohol to melt the glob. Or maybe we can chisel away enough of the floor (under the glob) to be able to drag the galeb duhr to the menhir.

To clarify, it is stuck and it needs to move near the menhir. You can tell by where the swirling dust can't go that the menhir's magic had reached out to animate/revive the elemental into a Galeb Duhr and then withdrew the magic expecting the Galeb Durh to follow. But it couldn't. Now there's a spot kind of north of the menhir where the magic is keeping the swirling dust at bay, but the creature isn't in it. The first Galeb Durh is safely in it's magic bubble.
And the swirling dust seems perfectly capable of possessing petrified and elemental creatures of earth, stone and rock....
Well since we've got no alcohol or universal solvent - we're stuck either waiting for something else to try and kill us - or maybe someone can run back to Blingdenstone and buy a bottle of alcohol in faster than 60 minutes
There is still another drawing on the wall, right? Maybe Skameros keeps an eye on that?
When I'm talking about the halfling chiseling the rock underneath the globbed elemental, I'm thinking about cutting out a plate of rock, like digging out a ball of dirt around a tree's roots when moving a planted tree. (Hopefully not too much rock, so it won't be too heavy to roll to the menhir.)

I think that's the first time I have been made aware of that. I've never realized the whole time I've been DM'ing. I'm not going to retcon all the way back to your casting of Haste, but you can change your last post. So Dodge instead of Ray of Frost?

Well, one thing I just realized - Ready Action to cast a spell would break concentration. Both of these things use concentration as a resource.
