"What papers do we require? Where would we get such papers, and why do we need them?" He shrugs. "We just arrived in town, as you likely already know if you have been watching us, so you will have to forgive us in not knowing what is what around here."
The Half-Dragon looks Taman up and down, as if sizing up the competition, and says, "Your shipping papers, crew and cargo manifest, your permit to enter the city and/or conduct business. Everyone who comes to Port Nyanzaru must have their papers."

She looks back to the Dragon man. "How do we get them here? Oh oh! And my name's Thressa by the way! But you can me Three! Put it there, pal!" She says chipperly and offers a hand to shake.

Rivon hands him a scroll case with a blank piece of parchment and 10 gold pieces in it. He does this while looking DOWN at Zindar. The benefits of riding on Three's shoulders and all that.

"Wha? But I-..."Three trailed off from there, brows furrowed in genuine consternation for a few moments. Thus distracted, it either fails to occur to her that some documentation might well be on their person, as the need to acquire some would've needed be handled back at Waterdeep, or the thought came and went unconsidered... like a silent fart on a soft breeze.
IN any event, she soon shook her head in dismissal of the whole line of thought to try and peek over and see what was written on Rivon's note, if but to little avail.

(I very much doubt Taman would have left the ship without documentation, if such documentation was known about, or at-hand. Thus I assume we did not have access to it, and we need to continue forward without it. If it was on the ship, then there would be very little I could see that would cause Taman not to have it on him now. If he does have it on him, then just have him hand it over instead of doing the below.)
"We came aboard that ship there." Taman says, nodding to the ship they just departed. "You may check with the captain to get the data on their crew and cargo, none of it is ours after all. We are here on business that has nothing to do with the ship, as it was just transportation for us." He gives a slight bow of respect. "I am Taman, cleric of Azuth, and these are my traveling companions." He straightens and meets the dragon-kin's eyes. "Unless there is some law stopping us from continuing onward, then we do have a meeting to get to. If there is something we need do before we enter the town proper, then lead on to where we can get papers and registrations taken care of first."
Grabbing the scroll case from Rivon, Zindar looks into it. After a few seconds he dumps the contents onto the ground and says, "I cannot be bribed, I take the utmost pride in my job, and get paid well for what I do." He then looks over at Taman and holds out his scaled and clawed hand waiting for the customary shaking of hands, and says, "Ah, finally a member of your group with some business sense. It's true that your captain should have some paperwork on his crew and cargo. Perhaps, he also has your papers as well. especially if you're here on business. This seems to be your first time here in our fine city, so I will tell you the rules. In order to enter the city, as stated previously, you need documentation. Whether you're here on business, for pleasure, or both. Other than that, as long as you keep your nose clean, and follow the laws of common decency, you won't have too much trouble here." He then stretches his arms out to encompass as many of the group as he can and says, "Come, let's go talk to your captain about those papers." He then turns and nods at some of the guards near the gate and they form a line, keeping any civilians trying to leave the Harbor Ward in and telling them that the Harbormaster will be back as soon as he can to allow entry into the city proper.

Rivon mumbles something about "business sense" under his breath as he scutters down to pick up his gold, parchment and scroll case, before following the rude, tall man to the ship. He also starts eyeballing Zindar for anything which looks valuable and not well secured.
Three and her loose understanding of the value of money, only knelt to ease Rivon's passage back to the ground, if he should bid her to do so. Otherwise, the chimera seemed almost completely enamored listening to the half dragon's explanation... as well as perhaps in the man himself. Without much to add or desire to disobey, she happily and quietly followed along after scooping (or try at least) Rivon up along the way.

Fujin kneels down to Rivon as he's picking up his gold piece and says quietly. "Aie, maybe it's 'coz ye tried usin' Waterdhavian dragons an' not local coinage? We're a tad far away from where that type'a coin means a damn thing, y'know? Fer all I'm knowin' they could use woodchips as currency." He then gives Rivon a heavy pat on the back - almost enough to make him stumble were he not so nimble on his feet - before following the group back to The Assurance to sort out the paperwork.

Traveling the vast lands of Idisten vicariously via my players.
Taman shakes the man's hand firmly. He frowns down as the scroll case is regathered, along with its spilled content. "Forgive my companion, he has a loose idea of rules and regulations." He says as he looks back up to the dragon-kin's eyes. After hearing the information on the rules of the town again, Taman waves for the man to lead them back to the ship.
Zindar walks with you to the ship and talks with the captain. After about 5 minutes (most of which time was Zindar and the captain talking while one of the deckhands runs to the captain's quarters and comes back with a small bundle of papers. The captain explains that he was given your documents for travel through Part Nyanzaru, but he forgot he had them and would have remembered when he went to turn in his papers with the crew manifest and inventory.
Zindar looks the papers over and states that they look to be in proper order and hands them to Taman. He then says to the group, "You are free to roam the city as you wish. Don't forget to keep your noses clean and make sure not to lose the documents, as you will not be able to re-enter the city from your expeditions."

Once the group settles in for the night, Rivon will make forged papers for each member of the party to carry. (Or 'copies' of this...either way, it would use his forging kit proficiency, etc.)

(Obviously this won't happen until they do finally rest in the city, but I'll forget this then, so I'm posting now.)
"Thank you captain." Taman says to the ship's captain, then he follows the dragon-kin off of the ship again. "My appologies for the trouble." Taman says as they return to where the group had been stopped previously. "Knowing only rumors of the land outside of this city, I wonder how many who leave the city have their papers when they return." He looks to the official. "What options are there for those who return to town without their papers? Is there a way to keep an official copy in town, thus it can be found if disaster happens and the papers are lost or destroyed."
Vey simple smiles and chuckles at the groups proceedings on the dock “Not here five minutes and we’re already making a spectacle of ourselves. This is going to be fun.” He waits for the dragon-born to finish.
Three squints and "hmms" and rubs her chin for a while there, before then snapping her fingers and pointing Zindar, possibly interrupting an opportunity to answer Taman. "You didn't mean literally keep our noses clean, but figuratively! Heehee! Well don't you worry Mr. Zindy! So long as noone tries to hurt me friends here, I don't see us causing any trouble here."
After dealing with Zindar and learning the rules of Port Nyanzaru, you follow the directions given to you and enter the Market Ward and find yourselves at the Ornate dragon. It really isn't hard to find at all, as there is a very colorful dragon statue adorned with jewelry, gems, and other bright and flashy decorations, but somehow with an elegant style that doesn't make it look too gaudy. The outside of the inn is very elegant, with the window trim matching the door trim and all the exterior wood, glass, and other materials being of the finest quality; you can tell that no expense was spared in the creation of this inn, nor are they doing poorly on the economic side of things.
As you enter the inn, one need not examine the intricate filigree of the silver candlesticks lighting the entrance, nor touch the cushioning of the plush velvety upholstery adorning the many overstuffed seats within. No, you are quite aware of the extravagance, and the probable cost of staying in such an establishment. The eyes of the uniformed staff and well-dressed guests critically judge you by the appearance of your clothing and your posture.
In the far back corner of the inn, you see a booth, which unlike the other booths or tables, has a cleared section around it. Sitting in the booth is a figure wearing a red cloak, with the hood pulled over its head and covering most of the face. You can't tell much about this person from where you are, but you can tell that this person must be someone important.

And unless someone either shut her up or at least distracted her in some way, she boldly call out them unbothered by the judge-y looks of the other patrons and staff, "Hold on, we'll be right over. C'mon guys."The Chimera briskly made her way over, and if at all possible, plopped down right beside the hooded figure, grinning from ear to ear. "Suppy! I heard--"She catches herself, and then in a lower tone says, "oh right, indoor voices... uh, so, you're the one right? The one those other guys back in Waterdeep that could point us in the right direction or some such, yea?"
