So, quick retcon: Bazavur, Soar and Jalt are outside by the pool.
Tangle moves forward; up ahead, she sees in the darkness four shapes, humanoid, standing. She gets a little closer; they appear to be wood elves, wearing armour that she's not familiar with. They carry weapons, but don't have them drawn. They appear to be on edge. Tangle is confident she hasn't been detected yet. Tangle can also hear the drip drip drip of water into a pool, coming from up ahead though she cannot quite see it yet.
Tangle backs away, all the way back out to join the others, urging them back into the cover of the woods with hand signals as she approaches. Once in the cover of the woods, she describes all she saw.

Soar quietly says that it might be good to lie in wait some very hidden place with a sheltered sightline to the cave opening to confirm the cult is here, the dragon too, and give Jalt at least a chance to rebuild his arcane reserves.

You do find a suitable place, a raised outcrop of rock with a flat surface, tucked in against the cliffside. It's not quite as sheltered from above as you might like, but you have a good view across and slightly down of the pool, and you think you would be hidden from anyone entering or exiting via the pool, so long as you keep yourselves down onto the ground. Candelabra would find it difficult to clamber up to this location, but the rest of you can do so without any kind of check.
You set up, as I understand it, for a long rest. So give me a watch order and roll Perception, if anyone's keeping watch.

Bazavur and Jalt don't notice anything; Tangle, you would see two or three times during the night, the head of an elf pop up in the middle of the pond, look around for a long minute, and then disappear back beneath the water. They don't notice you, well hidden as you are, though they surely would have if you had rested near the pond instead.
You all wake eight hours later, having completed a long rest.
Tangle will report to the others.she will also add, “It is strange to me that these wood elves are in league with the dragon, perhaps they, or their leader, hopes to gain control of the forest when they are victorious. That would seem short sighted, even for material elves. Tiamat will care nothing for the wilds.”

Candelabra spent the rest ranging pretty far out (Soar can talk to him telepathically up to a mile out). He finds a place to rest, as I assume even magical steeds need to rest, and also keeps his ears open. He returns when Soar wakes and the coast is clear.
Did we sleep through the night? What time is it? And would it have been deeply obvious if a dragon had returned or exited the waterfall cave?
"I don't know, maybe they're working with the warden. Maybe just cult members. They couldn't be prisoners, if they're keeping watch. Why not just flee when you have the chance. Something weird's going on here. Well, should we go back inside? Do we have a plan apart from sneaking around? Frontal assault? I've still got our old cultist robes, maybe we could go with our usual tactic, pretending to be cultists. That one's my favorite. There could be a dragon in there, there could not be a dragon. All we know is that the cultists went inside, right? Am I forgetting something?"
Tangle confirms that Soar has the gist of it with her affirmative head nodding. “The elves I saw were not wearing cultist robes, it could be that there are no traditional cultists here. You… we might stick out more than blend in.”

It certainly would have been obvious if the dragon had entered or left via the pool, so you're confident that didn't happen. I think you're still on inverted time, so it would be late evening when you wake.
Soar aims to wait a couple hours, till around the time when they saw the dragon the night before, and then plans on going in. She tries to find a place where they could be hidden from above.

The area where you are camped is a fair bit higher than the pool, but there are trees all around; Soar is quite able to climb up and find a good vantage spot. The Misty Forest remains misty; you can't get too far away, or too high up, without losing a clear sight of the water, but you find a decent compromise and settle in.
There are no squirrels in the trees, and only a few birds pass by at full speed. With her spell, Soar is able to catch only simple ideas, words that convey little complexity but are perhaps clearer for it. Danger, they say, and they are referring to the pond. From her high position, Soar isn't able to speak to the fish in the pond; does she approach the pond to do so?

Bazavur frowns, and shifts again, adjusting the bracers on his arms.
