Unfortunately, they duck into hiding before she can train her sights on any of them. Unable to spot a clear target, she moves a few feet and crouches down against the tall grass at the edge of the road, trying to stay out of sight.
(Kess, with your low perception roll, you can't see the exact location of any of the hiding goblins. However, you can still attack with disadvantage and fire in the area where you think they might be. Since you already rolled an attack, give me another attack roll to see if you're able to hit any of the hidden creatures. Either that, or you can ready an attack that will be triggered if one of the goblins pops up for another attack. This goes for everyone.)

It all happens so fast... First minute your plodding along under the downpour... then Kess spots a shape off in the grass, which turns out to be a bow wielding goblin. With a well-placed shot, she kills it before it's able to let loose an arrow. Then three more ambush you with a volley of more arrows and disappear back into the grass.
Hiding in the grass, Kess readies another arrow, hoping to catch another one of them, should it poke its head out again...
...And that's exactly what happens. Just as before, two of the three remaining goblins rise back out of the grass and let loose another pair of small, black feathered arrows, accompanied by annoying, high-pitched cackles. Problem is, you don't know exactly where the attacks are coming from, and you find it very difficult to defend yourselves against creatures who you can't see.
Chrys, who has already been hit, finds herself trying to avoid yet another painful stick. Attack: 10 Damage: 4
The other arrow flies at Vesper. Attack: 24 Damage: 9
And, just like they did last time, as soon as the goblins release their arrows, they quickly shuffle around and duck back down into the grass. (Stealth checks for goblin 3 24 and goblin 1 26) You begin to realize the brilliance of their strategy...
(Ok, Kess is up with her readied attack on Goblin 1, and then the rest of you are up. Need attacks/actions from Lumen and Chrys, along with perception checks if they try and target any of the goblins. Vesper and Krackle already posted their actions, so I need a perception check to see if she's able to spot one and hit it with her Magic Missile spell.)
Breathing heavily, Chrys scans the grass for any sign of movement from the goblins: 12
... but, unable to spot them, she readies herself to charge at the next miscreant foolish enough to try and pop his head out of the grass.
(DM: With her passive perception being 13, shouldn't she be able to spot G3 anyhow? If she can, she's trying to behead it. For either, ATK: 8, DMG: 8 )
As a bonus action, she bellows "COME OUT, YOU LIL' BASTARDS, AN' GIT WHAT'S COMIN' TO YA!"
Before Chrys charges forward to personally take issue with every goblin who ever thought of sticking her with arrows, Lumen grasps her shoulder and casts heroism on her, sending life force into her powerful frame, trying to push back against the cold rain and the grievous injury for the remainder of this fight.
He also inspires Kess, who, it seems, eventually, could barely miss her target instead of getting a perfect bullseye every time! (She can roll a d6 to add to any attack roll, skill check, or saving throw she wants in the next 10 minutes).
Keeping her fingers on her bow string and her eyes trained on the area where she initially saw the goblins, Kess waits. As soon as the two pop up and release their arrows, she fires her own arrow at the one that just shot at Chrys. It hits goblin 3 in the shoulder before it can drop out of sight. Severely injured, the creature lets out a yelp and beings retreating across the field. It disappears from sight, but with as it wriggles in pain, it causes the grass around to sway, which gives away its original position.
With a pretty good idea of where the creature is, or at least where the rest of them are located, Chrys takes off running through the wet grass, but not before Lumen has a chance to offer her a brief enchantment and imbue her with some additional life force. She charges (Dash action) 50 feet through the chest-high vegetation and arrives at the spot where the goblin was hit by Kess's arrow. It's already gone, but she can hear the other three... she knows that they're close.
Krackle begins creeping quickly through the grass, and with his eyes now finally working well in this dim light, he spots the third goblin; the one that stayed down this time. Finding an adequately sized stone, he fits it into his sling and gives it a whirl. The stone flies true and strikes the goblin square in the head, hitting its right temple. Krackle's eyes and accuracy pay off and he watches as the creature drops to the ground without a sound.
Calling forth help from the gods, Vesper looks with intense concentration out into the field and spots the goblin that struck her with an arrow just moments ago. Now locked onto its location, she speaks the words of her spell and sends three magical bolts of arcane enegery right at the creature. You see a bight red flash out in the field, accompanied by a terrified shriek as the goblin 1 is instantly killed by the blast. Chrys, who is standing about ten feet away, pretty much has a front row seat to the explosion.
So, between Kess, Krackle and Vesper, you have felled three of the four goblins. The last one is scurrying away across the field, running for its life. As of right now, it's about 80 feet away from the road and 30 feet away from Chrys.
With a well-practiced phrase and a quick hand motion, Vesper sends a magical bolt of flame out across the field. It easily catches the fleeing goblin and slams into its back, killing it instantly.
(Vesper, roll a d20 and d100. I keep forgetting to have you do this, but since you had just cast Magic Missile, we'll check your wild surge now.)
You're right, it only happens on a 1. I was just saving you the time of potentially editing a post. You can do it either way in the future. So, this time, nothing happens.
Krackle would quickly grab another stone and slide it into his sling. After giving it a quick twirl. he would let it sail towards the fleeing goblin. regardless of if it hits or not, he would look to his companions and immediately rush towards them. "Hold on! I'll help!" He would shout in a panic as the blood drips from Vesper and Chrys.
Krackle would race over to his injured friends. "Don't worry.. I'll help.. " He would say again... trying to hide the obvious fear reflecting in his eyes as the rain washes the mud from his brass scaled hands. He would quickly place his hands on Chrys and mutter a few words in draconic as he cast cure wounds. He would then quickly turn and grab hold of Vespers leg and repeat the same process.
Vesper was relieved that her magic didn't have any extra effects this time and when her fire bolt killed the Goblin, she blew on the tip of her finger like it was smoke off of a gun barrel.

Kess pops up from her hiding place, hoping to catch the last goblin as it was fleeing. At this point, she had slipped her bow around her shoulder and had drawn her scimitars, hoping to run the little miscreant down and hold it fast... before she watched a streak of flames go past her from Vesper's fingertips, igniting the little miscreant's back, the goblin giving a horrid shrieks as its rear was engulfed in arcane fire.
All that was left now, Kess could clearly see, was a corpse, the smoldering, blackened flesh of the goblin's back smoking off into the rain.
And yet... and yet, she was still not at ease.
She took a look around to assure if the fight truly was over (Perception: 14 ) before walking over to the rest of the party, before looking to others, taking a moment to catch her breath. With her adrenaline dying down, Kess could now feel the icy cold rain and wind, feeling the soaking wetness in her clothes, water dripping through her hair.
"Is everybody okay...?" She would ask, breathing hard as she looked at each member of the party. "I'm thinking it would be a good idea to find some cover and to settle down for the night. No fires; that would be like a beacon to anyone or anything right now."
She would take a moment to sit and recover her bearings, her face riddled with concern. Something about this wasn't sitting right for her...

(I think Kess will be of the mind to use their potshot tactic against them and wait for them to pop out before firing off. So she'll hold her action!)
