Baeshra will continue with the spell, as well as smash his tail on the ground as loudly as possible.
Alright, the dwarf's Wisdom Save against Hold Person: 17 , the dwarf feels his body start to stiffen under the effects of the spell and really focuses on shrugging off the effects, Wis Save reroll: 15
This post has potentially manipulated dice roll results.
Bah. The first roll was a 12. Who knows what the second roll really was. The real re-roll: 6.
And the spell takes hold! The dwarf is Paralyzed for 1 minute!
With the noise from the revelry filling up the room below, no one hears Baeshra's tail smack on the floor.
Round 2:
At the end of the dwarf's turn, he makes another Wisdom saving throw: 21. And this time he manages to break through the effects of the spell. He grins, "Not a big talker, aye lad? Very well!"
Baeshra is up for Round 2, no one below has yet been signaled.
She raised Lighbringer ready to smash the door in if the others nodded.
Athletics: 21, if she gets the nod.
Remember, everyone else is still at the table downstairs. Baeshra is behind a locked door, alone in the room. He's going to need a big shout or some other loud method to give the signal.
(I thought thumping his heavy tail might have worked to let the others listening to come in.)
Baeshra moves quickly the door, opening it and giving one of his signature dino-roarscreams before turning back and raising his staff, filling the room with webbing. (DC 15)

No, too loud downstairs. But the dino-roarscream will do it!
Since it's a small room, you don't leave his space and trigger an AoO when you turn to open the door and roar.
The party hears the signal and start up on Round 2. Assuming a dash, it's still going to take everyone a round or two to get up there.
Droop initiative: 22.
Your web spell goes off, and right before the webs fill the room, the dwarf makes a melee attack, seemingly in reaction to your spell casting. He lashes toward you with a hand-axe: 22 the axes bites into your leg, the dwarf giving the axe a little tweak and shove on the follow-through, and you feel like you're about to fall. Make a DC15 Strength save or be tripped and knocked Prone. The axe does 5 + 4 slashing damage.
A thick mass of webbing fills the room from wall to wall.
Round 3:
The dwarf starts his turn in the thick web, and has to make a Dex Save: 5
And fails! The dwarf is Restrained. He grits his teeth and nods, grunting "Well played, lizard man." before swinging wildly at Baeshra (disadvantage, unless Baeshra is Prone, then it is a straight roll, so we'll take the first 1d20 of the pair): 18, his axe slashes forward again in a blur: 16, and a third time quick as a flash: 13, and then the dwarf strikes with his offhand axe: 10.
The first blow hits, doing 7 slashing damage. The second one misses, the third attack will land if Baeshra is Prone, doing 8 slashing damage, and the fourth attack misses.
Baeshra takes:
- 9 slashing damage, must make a DC15 Strength save or be knocked Prone, 7 more slashing damage, if Prone takes 8 additional slashing damage. - Make two DC 10 concentration checks, and a third if Prone. - Starts his turn in the webbing so make a DC15 Dex save.
The party is up for Round 3. The picture below shows where the rest of the group made it to in Round 2. Nyx, are you running up in Round 2 as well, or staying downstairs with the soldier boys?
Round 3 Initiative: Droop: 22 The Dwarf From The Stables: 17 Ireniana: 17 Baeshra: 16 Lyngheid: 15 Nyx: 13 Whistler: 4
Nyx: At the loud roar-scream from Baeshra, the soldiers that you are regaling look up at the ceiling in alarm, several of them place their hands on their hilts and look to you. Do you say anything to them?
(Especially since he's not prone, Baeshra would be outside the room, with all the webs in the room, so he wouldn't be caught in the webs. Also, unless the dwarf has reach, he'd have had to use his action to break free to re-engage him in melee combat. Unless I missed something? Rolling concentration checks just in case anyway.)
Concentration: 1418
(His next action will depend on the answer to the above.)
I'm confused. Are you saying that in Round 2 you left the room after opening the door and before casting the Web spell?
If so: The first attack that landed would be an Attack of Opportunity as you left the room, before the Web spell, so just 9 slashing damage, and a Strength save, which you made. And the dwarf for round 3 wouldn't have been able to reach you, so instead of making the additional attacks he tries to break free of the web: 11, and fails! So the Dwarf is still Restrained and Baeshra is outside the room full of webs at the start of Round 3.

(Yes, sorry if I wasn’t clear. Plan was to get outside, and web the room.)
Baeshra conjures up a small handfull of fire and throws it at the dwarf, ”You should drop your weapons, my friends would prefer we brought you in alive.”
Baeshra's flame is targeted so well it hits the dwarf and doesn't set any of the webbing on fire!
Everyone else's round 3 turn is spent moving. Whistler, you can get to the doorway of the room full of webbing in 1 movement, do you want to use your action for anything, or advance into the webbings?
Baeshra will continue with the spell, as well as smash his tail on the ground as loudly as possible.

" You think he's right in there?"
" Taking a while....", Lyngheid grumbled.
She raised Lighbringer ready to smash the door in if the others nodded.
Athletics: 21, if she gets the nod.
Umbriel nods. "I don't like how long he's been up there. Let's try to take this dwarf alive, if we can."

I have an intelligence of six, I know what I'm doing.
(I think there was a problem with Umbriel's earlier initiative roll, so I'll just do one here: 15 )
On his turn, Umbriel will follow the group around, brandishing his glass staff in lieu of an edged weapon.
