(Oh and he didn't take thunder before his turn came up, so he healed 40, so now 658 damage on him. Either this guy is weak for a CR 31, or you guys are really OP with 7 magic items of your choice, or I'm just not playing him optimally. Like I'm thinking author who wrote this would use the strategy, grab them one at a time, then throw them one at a time. It is not so much the damage on everyone as it is separating the party, especially if most of the party only had melee magic and no ranged magic. Problem is the author did not make any notes about how to control the monster optimally.)

Most legendary creatures I would think have swarms of smaller minion-like critters to content with as well. Also, PCs may not be optimized like we are. My fighter may acquire a vastly different gear set by dungeon rolls than getting to build the "Perfect Tank".
In adventure league, magic items are determined by what is in the module or in the Hardback book. Some players know what magic items are in what modules and what hardback books and would play modules or hardback books with those characters. Like I know 3-7 has the Oathbow, a very specific king that only Rangers can use, so I would bring in my ranger. I know out of the abyss has a Flame tongue longsword, so if I wanted a fighter with a flame tongue, I'd create a fighter and play him out of the abyss. Now some books, hardback ones have random magic items, but there is still set items. I know Storm Kings thunder has plenty of random magic items, but also has a flame tongue greatsword as a set item, an oathbow than anyone can use as a set item, etc.
As far as minions, in AL I fought just about as many bosses with minions (legendary actions) as bosses without minions being the only creature. In fact slightly more bosses are without minions than with. You will always fight minions in the dungeon/module/city before you get to the boss fight, but there is almost always an opportunity for a short or long rest before fighting the big guy.
Very good Lo-Tse, but can they do magical damage? They would have to pass around a heroes magical items to do magical damage, so they would have to use your magic item or someone eles's then pass it on to the next guy.
As far as heroes defeating heroes, you all control your guys, I control dark versions of the guys with even equipment. (hint, me not knowing how to play your guys optimally, I'd probably lose.)

Oh right 32 rerolling the grab on Vosiel. Does a 32 still hit you?
Then Vosiel is up, if grabbed, attacks are with disadvantage, if you escape you'll need a str check to try, you are 30 feet above ground.
