I'm currently running a campaign, in which the party just reached 11th level. One of my players is multiclassing as a Bard (6th level) and Warlock (Now 5th level)
This leads to my question: Would that player be able to cast two beams of Eldritch Blast because they are a 5th level Warlock, or three beams because they are a 11th level character?
This is one of the reasons that the Sorlock build is popular. Once the Warlock has unlocked their Invocations to boost Eldritch Blast, they can freely multiclass without much drawback.

That, and burning pact slots for sorcery points on a short rest literally gives the sorcerer level 20 capstone with just a 3 level dip.

Well... jeez, when you put it like that.... oof. Starting any combat in which you have no sorcery points with.... 4? points would have been a lot better, and more closely resembled other classes like Monk.

Not like that does monks much good either. What monk is going to use all 20 Ki and the party not need a short rest after?
If you ask me, the capstone should have been to recover half your sorcery points with a short rest once per day (kind of like wizard arcane recovery, which is still slightly better and granted at level 2...).
I don't think that having capstones be a "at the start of any combat, x...." resource refresh across the board would have been a bad idea (though really, that'd make more sense as a Tier 3 reward instead). But, not only do classes have different resources, the economy of how precious those resources are differs greatly from class to class. 4th Edition balanced that quite well, with everyone having the same number of daily, per-encounter, and at-will abilities regardless of what those abilities were class to class... ah well, a guy can dream for a return to structured rational class design :p

It's based on total character level, so they would get the three beams.
