im trying to create the fastest dnd character possible, and while looking for speed increasing items i thought of the horseshoes of speed. if i nailed them to my characters feet would i gain the effects?
Up to your DM, but I'd say no. They are designed 1) for quadrupeds, 2) for feet that won't be crippled by nailing a bunch of nails into them. A horses hoof is like its toenail, on humanoids the place to nail the shoe would be the actual soft tissue and bone of the foot. You likely wouldn't be able to walk at all without extreme discomfort and pain if you nailed these to your feet.
Not really up to the DM, the item calls out they must be on a horse or similar creature:
Horseshoes of Speed These iron horseshoes come in a set of four. While all four shoes are affixed to the hooves of a horse or similar creature, they increase the creature's walking speed by 30 feet.

Maybe if you're a centaur.
I would allow them on a centaur, but bipeds will have to use boots of speed instead (which are kind of better anyway...).
Which means it could be attached to a Phantom Steed for a base movement speed of 130ft.
Kind of a dubious proposition considering someone still has to attach the shoes (with nails and all that) and the spell only lasts 1 hour. A non-magical steed or one summoned by Find Steed and Find Greater Steed are more likely candidates.
