I'm not even sure of that, the sentence that I quoted is pretty clear: "You can't hide from a creature that can see you clearly" which is the case for a creature with darkvision seeing into an area of dim light.
I see it like casting a spell on an invalid target (like charm person cast on a vampire). The action and spell slot are used and the spell simply fails with no additional input.
Thanks for the answers, folks. I’m playing a Goblin Gloomstalker with Skulker feat in order to optimize the hit & hide style as much as possible. Darkvision creatures in Dim light have been the only way to counter it besides special senses.
Skulker feat allows you to try to hide when you are lightly obscured.
A lightly obscured area is considered Dim light. Creatures with Darkvision treat Dim light as Bright light.
Does it mean that a Skulker cannot try to hide against Darkvision creatures in Dim light?
Yes it does. The basic rule is that "You can't hide from a creature that can see you clearly". What Skulker does is: "You can try to hide when you are lightly obscured from the creature from which you are hiding".
So, if you are in dim light, you can hide from someone without darkvision, but not from someone with darkvision, because you are not in dim light from him.
However, there is still a benefit, because if you are in a heavily obscured area, it is considered as dim light for creatures with darkvision, so you can hide from them then, which you could not do if you did not have the feat (as you would only be lightly obscured to them).

" if you are in a heavily obscured area, it is considered as dim light for creatures with darkvision," A heavily obscured area is NOT considered dimly lit for creatures with darkvision - a DARK area is considered dimly lit. Heavily obscured can be caused by fog, undergrowth, or any number of obstacles where darkvision has no effect. Darkvision only makes a difference in an area that is heavily obscured by Darkness.
