Recently I had a player ask/assert that rolls from potions would be doubled. I ruled no that 5e doesnt use hit die for potions and for the most part the periapt would only come in to effect when the player attuned to it takes a short rest and expends hit die to heal.
It only works for rolling hit die, which usually is during a short rest. Or if you are a dwarf with dwarven fortitude feat that allows one hit die roll to heal when taking the dodge action.
There might be another odd class, race, item, or blessing feature that deals with hit dice, but it definitely isn't just any healing like from potions. It has to be hit dice specifically.

Yes. The periapt of wound closure does exactly what it says it does, no more, no less, and it doesn't say anything about potions.
