I'm not sure if I missed something but the bestiary entry for Animated Breath doesn't indicate the rules for how and when a dragon can actually use it. Is it an action? What kind of action? Is there a cost to the dragon? Is there a limit to the number they create and how long they last?
I assume they create the Animated Breath as part of an action that uses their breath weapon, meaning they have to at least wait till it recharges, but otherwise it seems like in combat they can just keep spitting out a CR 6 elemental each round as long as they recharge their breath weapon that round.

Essentially, this creature is given an open ended creation story that the DM can work into their world however they see fit. Maybe every dragon can do this as part of a ritual over a short rest, or maybe the method has been long forgotten and all of the existing Animated Breaths are centuries old.
If you want a suggestion for how to run these in your own campaign, I would point you toward the spell Create Magen for inspiration.

Create Magen spell is a Higher level wizard spell that creates a humanoid-like construct that listen, as best it can, to its creator, and ONLY its creator. It follows the orders to a tee. It usually requires a significant amount of ingredients and resources to complete a single ritual, and the ritual ends with a permanent debuff to the caster's health, based on whichever kind of Magen is created. The loss to HP can be reversed only with a Wish spell.
