Some monsters have abilities with that sort of usage restriction, though; it's phrased as "recharge X-Y" (or just "recharge 6") and means that at the start of each of the monster's turns, if the ability has been used, the monster's controller rolls 1d6 (one six-sided die) and if the die lands on a number in the X-Y range (including X or Y), the ability recharges.
