If it starts out combat using Animate Chains....next round does it get to attack with all four animated chains AND have its multi-attack of two chains....so 6 attacks per turn (until those 4 animated chains are destroyed)? That's how I read it but that's also ~66 damage per round (which is the same as a CR 16 Adult Blue Dragon's breath attack). I feel like i'm reading it wrong?
"Animate Chains (Recharges after a Short or Long Rest). Up to four chains the devil can see within 60 feet of it magically sprout razor-edged barbs and animate under the devil's control, provided that the chains aren't being worn or carried.
Each animated chain is an object with AC 20, 20 hit points, resistance to piercing damage, and immunity to psychic and thunder damage. When the devil uses multiattack on its turn, it can use each animated chain to make one additional chain attack. An animated chain can grapple one creature of its own but can't make attacks while grappling. An animated chain reverts to its inanimate state if reduced to 0 hit points or if the devil is incapacitated or dies."
Many animated chains will be hit in the in between round, mostly with AoE spells that target all 4, and the chain devil.
In addition, it takes a whole action to summon the chains, one in which it cant use it's multiattack. Using monster creation rules, you average out the 0 damage with the 66 damage, giving it an effective output of 33 damage. That (I believe) is the average dpr output for a CR 5 creature, so it actually doesn't do that much damage in practice.

The devil and dragon are vastly different. Even the 2 actions you are directly comparing don't compare. The great weapon hits multiple creatures for 66 or half damage on a save. The chains deal 66 damage total and potentially less on a miss.
CR also measures a lot more than just damage. The dragon has more movement, higher AC, way higher HP, legendary actions, and more damage on an average turn.
