I'm seeing them listed when I look through Game Rules > Races > Tiefling. (Meaning someone is sharing the content through one of the campaigns I'm in.)
But within the character builder the bloodlines are not an option.
I'm asking about which source book it is so i can narrow down which campaign I need to be in (or buy it myself).

They are from Mordenkainen’s Tome of Foes
And feral and variant (winged) tiefling is in SCAG.
