The real advantage of TWF is almost always more d20 rolls to hit, not more damage. Thus it is very helpful for people with a high damage output ability that only works on a single hit per round.
Things like Crit or Sneak Attack builds. It also works really well for a Scimitar of Sharpness, or rather a pair of Scimitar of Sharpness. For those builds you want as many d20 to hit rolls as possible, so TWF makes more sense.
