That's about how it works, except you add your constitution mod to the total. If you roll a 5 and have a 13 (+1 mod) con, you add 6 HP back to your total. You can never have more than your max HP.

Ok say my lvl1 hp is 13 (10+3), i lost -5 so now 8, after short rest i heal 2 +3 modifier = +5 so my health is back to 13 basically
Exactly. Your character sheet on D&D Beyond will do this calculation for you too, when you hit the Short Rest button. If you select one Hit Die to use, it will display 1d10+3, two Hit Dice shows 2d10+6, etc.

Keep in mind that when you roll any of your hit dice to regain hit points, those hit dice are expent. You regain half of your hit dice when you finish a long rest.
Rolling a hit die to determine how much your hit point maximum increases when you level up doesn't expend the hit die, however.
Lastly, you aren't required to expend hit dice during a short rest. You can expend as many or as little as you want/need to.
The way the rules on hit dice are phrased is really confusing, but you've got the gist of it.

My guess is during rests u roll ur hp die and wjatever it lands is how much you heal during the rest.

Ex: i have 15 hp, i lose -6 so 9, i rest and roll a +5 so now my health is 14
