Sry to necro, but I was debating this issue before and the best mechanical way to fix this would be to make the Handy Haversack be used as a Bonus action to demonstrate the ease of use of the backpack abilities.
This bag has an **interior** space considerably larger than its outside dimensions, roughly 2 feet in diameter at the mouth and 4 feet deep. The bag can hold up to 500 pounds, not exceeding a volume of 64 cubic feet. The bag weighs 15 pounds, regardless of its contents. Retrieving an item from the bag requires an action.
4 feet deep bag would be HUGE for a bag, larger than most small creatures, that would be insane. Both bags have a cubic dimensional space inside. The bag of holdings interior dimensions are 4 feet by 4 feet by 4 feet, (or 64 cubic feet, see above.) With an entrance only 2 feet wide.
Whereas haversack has a smaller interior dimension, it has NO limit to the size of what can be placed inside as long as it's smaller than 8 cubic feet and weighs less than 80 pounds.
The ACTUAL upgrade from bag of holding is Portable hole, with the same rarity of haversack. It has an interior of 1000 cubic feet and and an entrance of 6 feet. It requires an action to open, but also an action to close
