I'm looking for some criticism on a multiclass plan I'm putting together for a concept character. It's my first time 'theory crafting' so I'd love any advice.
Paladin 3 - Oath of Devotion, Channel Divinity, Oath Spells
Paladin 4 - Ability Score Improvement OR Additional Feat
Paladin 5 - Extra Attack
Rogue 4 - Ability Score Improvement OR Additional Feat
Rogue 5 - Uncanny Dodge
Paladin 6 - Aura of Protection
Paladin 7 - Aura of Devotion
Rogue 6 - Expertise
Rogue 7 - Evasion
Rogue 8 - Ability Score Improvement OR Feat
Paladin 8 - Ability Score Improvement OR Additional Feat
Rogue 9 - Infiltration Expertise
Paladin 9 - N/A
Paladin 10 - Aura of Courage
Paladin 11 - Improved Divine Smite
Additional Feats Recommendations: Alert PHB - +5 to Initialtive, Can't be surprised when conscious, Other characters don't get advantage when unseen by character Eldritch Adept TCoE (Mask of Many Faces) - Allows the casting of Disguise Self at will, without a spell slot (For races other than Changeling) Mobile PHB - Speed increase by 10ft., Using Dash removes the effect of difficult terrain for the turn, Melee taking a creature prevents that creature from opportunity.
What's your plan for combat? Seems like a really low damage build, it's hard to tell from just a list of class levels but I'm not seeing how you're doing any damage this way.
Also minor nitpick but I'd really suggest picking Guidance as one of the Blessed Warrior cantrips, it's so powerful to add 1d4 on any out of combat skill check
Well, for one thing, alternating levels like this is going to massively impact your performance; my standard advice is you want to get to at least level 5 in a single class before you look at multiclassing, particularly if you're looking at more than a 1 level dip. Like this, you're going to be pretty unremarkable for your level in both areas, as you'll only have a handful of Smites and your Sneak Attack die are going to be at about half-strength. Honestly, I'm not sure what you're looking to get from this build, exactly, unless this is just a case of trying to go wide with a multiclass- which as I said tends to result in a character who's mediocre in both classes as opposed to being effective in one. By definition a Paladin is already a "Blade of the Church" in the general sense, and if you want to blend divine magic with sneaky stuff, Trickster Cleric is a better arrangement; maybe dip a level of Rogue or take a feat like Skill Expert or Prodigy if you want some extra skill utility.
How do you plan to justify the Honor Tenet "Treat others with fairness, and let your honorable deeds be an example to them. Do as much good as possible while causing the least amount of harm." with the Assassin class aspect? Those seem a bit contradictory...

It's not necessarily contradictory. It's a bit restrictive to only assassinating evil, but in campaigns with enough undead, devils, demons, etc, shouldn't be too hard
Like others have said, it's better to raise one class to 5th level before taking levels in another. The features you get at that level are a massive power boost, and you're going to be left in the dust if you put it off for long.
You should definitely consider the Oath of the Watchers paladin subclass. It fits with the theme of hunting evil creatures, and its level 7 aura feature adds your proficiency bonus to initiative rolls, which pairs really well with the Assassin.
As for the race options you listed... Shifter adds to an already crowded bonus action choice. You might have a hard time doing what you want to do with it. Tabaxi's speed would definitely help you get in position for attacking on the first round. Kenku seems a bit of an odd choice, but it might work with the right campaign. Half-elf is 'generic but effective'.
Other races you might consider: Bugbear (MotM) gets a damage boost similar to the Assassin. Githzerai (MotM) would add to your already great defenses. Variant human is the usual versatile option, but the stat spread for this build might be one of those rare cases where the standard human's stat boosts are helpful.

Oath of Vengeance lends itself to the assassin cross. The sword of the church to be sent out and destroy its enemies ... by any means. Poison, asassination, lying, trickery ... the ends justify the means after all. Wear a white shirt, black suit, tie and hat and call yaself Elwood ... "We're on a mission from God"
