Don’t forget spell save DC; that and all attack rolls are probably the major factor. It’s borderline Very Rare, maybe, but a bonus to attacks and save DC that can stack with magic weapons and foci is definitely not much lower. Plus there’s features with PB uses. It’s not necessarily the item for everyone, but it’s got more clout than you might think at first glance.
So, you have an uncommon item that gives a +1 bonus to all ability checks and saving throws — the luckstone
and you have a legendary item that gives a +1 bonus to your proficiency bonus, meaning:
+0 to all skills/saving throws/weapons/tools with which you don’t have any level of proficiency
+1 to all skills/saving throws/weapons/tools with which you have basic proficiency
+2 to all skills/saving throws/weapons/tools with which you have expertise
The luckstone has the advantage of +1 to ALL skills and saving throws, while the Ioun stone doesn’t
The Ioun stone has the advantage of stacking with expertise, and functioning with weapons and tools
They also can work with each other if you find/buy both.
So… why the massive jump in rarity? Is the +1 bonus to proficient weapons/tools really that good?
