The GM of one of my games has a simple way of determining the outcome of PVP like this: the target player decides what happens. No dice rolling, no looking in rule books, no asking the GM for a decision.
In the case above, if the player of the bard decides that the bard casts prestidigitation, the other player gets to decide the result. Maybe they decide "the spell works and now my character is really angry." Maybe they decide "the spell doesn't work."
