My thought, since it is listed with 'gambling sets', eg soldiers background, it's the three-shell game/cups (bowls) & balls.
It is not. It is from the Lord of the Rings RPG book, and it is a game you play rolling balls around on a grassy field: https://en.wikipedia.org/wiki/Bowls
I believe Bowls is the cup and ball game of chance. One would have 3 bowls and use sleight of hand to shift the bowls around whilst keeping the ball hidden. The proficiency would be treated as you using your Dexterity to move the bowls and it could be countered with either Perception or Insight.

Bowls, also known as lawn bowls or lawn bowling, is a sport where players try to roll their biased ball (a bowl) closest to a smaller ball (the jack) on a flat, grassy surface called a green. The game is played in teams or individually, and the objective is to score more points than your opponent by having your bowls closer to the jack.
Ah well, thanx Hitman for being a kindred spirit. I'm going to use it as the 3-shell game/ cups & Balls. It would make more sense for a street urchin or charlatan background. I also thank you for the idea of using perception/insight-both WIS based, as magicians reportedly fool Mensa (aka INT is a prime stat) folk quite easily.

The wiki link has already been shared, but...

You joke but I've had DMs play like that. "you can't braid a ponytail because you don't have proficiency in hairdressing tools."
