When a creature you can see within 30 feet of you drops to 0 hit points, you can use your reaction to instill that creature with a final act of aggression. The creature immediately makes one weapon attack against a target of your choice within its range. Amplify. You can first cause the cursed creature to move up to half its speed, and you grant a bonus to its attack roll equal to your Hemocraft modifier (minimum of +1).
If a team player drops to zero, and you use your reaction to amplify the blood curse on them to attack you and get away from danger- would there be an opportunity attack from the enemy that dropped them? Are there opportunity attacks on downed moving targets? Are they considered 'hostile' when they are unconscious?
Another example, if there was a cast of Levitate on a downed player to move them away.

Actually, the Blood Hunter feature says that you "cause it to move up to half its speed". That would seem to imply that the cursed target moves themself.
Regardless, the point is moot. If a creature is at 0 HP, it immediately gains the Unconscious condition, which drops their speed to 0, so the creature won't move from the curse anyway (half of their speed would be 0).

It's clear to me it's intended to move up to half its speed despite upon being dead, the Reaction immediately interrupting to instill one final act before the creature falls Unconscious and drop Prone.

You don’t provoke an Opportunity Attack when you are moved without using your movement, action, Bonus Action, or Reaction such as in this case.
Yeah, the blood hunter is moving the target, so there's no OA on the target.

Same understanding here. That’s the main goal of that particular blood curse. Also, IMO, the name is pretty descriptive: Fallen Puppet.
