So I was thinking of a strategy with the Illrigger class. This class has an interdict boon of choice, one of them being swift retribution. It essentially allows a free opportunity attack once per round against an interdicted creature.
With this in mind, my DM is allowing me to have a weapon mastery with this class. I'm using a quarterstaff with shilellah thanks to my origin feat, magic initiate druid. This means I can apply topple to all my attacks. I also have war caster, which means I can apply vengeful blade to my OAs. Vengeful blade is like booming blade, except it does necrotic and the conditional damage is triggered when they attack or cast a spell.
So the combo is to cast command "flee" on a creature in melee. This creature would be interdicted of course. Assuming they fail, they are forced to take the dash action and flee. With the OA, I attack with vengeful blade (VB). Because a melee attack with my quarter staff is part of the spellcasting, topple applies. Say they fail, they call prone. They are the forced to get up using 15ft of movement so they can flee effectively (assuming they have 30 movement). Afterwards, they try to flee again, provoking OA again. With swift retribution, one OA is free, so I can use my reaction to make a second OA with VB. Topple applies again, forcing them to make another con save or fail prone.
My question is, can they get up again? If they have 30ft of movement, dash gives them 60. They would have to use 15ft the first time and 15ft the second time and have 30ft remaining to move away. That or they can't get up a second time. So is there anything preventing them from getting up twice in their turn?
The only limit on getting up from Prone is how much movement it costs. There is no limit on the number of times you can do it if you have enough movement left.
As Wagnarokkr stated, the only limitation is their Movement.
They would only get knocked down twice per round with the combination that you are outlining.
With you using your Action to cast Command, you are left with your Swift Retribution (free OA) and your Reaction (OA) per round, so the max that you can knock them down is twice. So no matter their movement speed, they will be able to get back up both times, first Prone uses first half of movement and the second Prone uses the second half of movement.
After your attack, if they don't use their action to Dash, they will be stuck in front of you.

Thanks for the info. I suppose though I potentially could knock them down before their turn if I use my invoke hell ability, Spellblade. With that, I could use a melee attack and command for the same action. This could prone before his turn begins and then knock prone twice during his turn. I think then he would use 45ft to get up 3 times and have 15ft of movement left with his dash action.
Caveats would be that it requires 3 successful melee attacks and 3 failed constitution saves against topple for success. Not to mention the failed save against command. I can also only use one invoke hell ability before a short or long rest.
