Is Snow Wolf Cowl (Uncommon) from HGtMH1 broken? The common one allows the player to polymorph into a winter wolf, which has higher HP and both bite and cold breath attacks. But the uncommon says instead of winter wolf, the player will polymorph into a Dire wolf, which has only "bite" with +7 attack and 1/3 of the winter wolf's HP. How can an uncommon item become more mundane than a common one? Does anyone have any thoughts?
There is no common Snow Wolf Cowl, it only has uncommon, rare, and very rare versions. The uncommon version lets you transform into dire wolf, while the rare and very versions let you transform into the stronger winter wolf, which makes sense in terms of rarity progression.

I am not familiar with these, but unless there's better usage frequency or some other powers or something, Item Rarity seems off.
